I. JOB SUMMARYPerforms complex contract management work. Work involves developing and evaluating a broadrange of contracts. Works under general supervision with moderate latitude for the use of initiativeand independent judgment.II. ESSENTIAL FUNCTIONSA. Develops contracts by identifying provider resources, describing services to be rendered, andnegotiating contract features.B. Coordinates and facilitates contract pre-award and post-award activities; monitors contractperformance and billings; confers with contract providers to ensure compliance with policy,procedure, legal, and fiscal requirements; assists in the dispute resolution process; and assistsin negotiating contract renewals, amendments, and plan changes.C. Prepares specifications for bid requests; develops procurement documents; assists indeveloping bid evaluation instruments; and maintains contracting records.D. Assists in providing guidance regarding contract administration policies, procedures, rules, andregulations; and responds to requests for program information.* Performs a variety of marginal duties not listed, to be determined and assigned as needed.III. MINIMUM QUALIFICATIONSA. Education, Experience, and Training1. Bachelor's degree from a college or university accredited by an organization recognized bythe Council for Higher Education Accreditation (CHEA) or by the United States Departmentof Education (USDE). Major course work in Business Administration, Public Administration,Finance, Accounting, or a related field preferred. Each year of experience as describedbelow in excess of the required three years may be substituted for thirty semester hoursfrom an accredited college or university on a year-for-year basis.2. Three years full-time, wage-earning purchasing, contracting, contract management,contract monitoring, financial auditing, accounting, or statistical analysis experience.3. Purchasing or contracting experience preferred.* Must have or be able to obtain a Certified Texas Contract Developer (CTCD) certificationwithin twelve months from the date of employment.Must have or be able to obtain a Certified Texas Contract Manager (CTCM) certificationwithin twelve months from the date of employment.Must maintain valid certifications for continued employment in position.Selected applicants without required certifications must sign a Credential ContingencyAgreement that will remain in effect only until the initially established expiration date. Failureto comply with this contingency statement will result in separation from employment.Credential Contingency Agreements will not be extended or renewed as a result of anemployee's separation from employment or acceptance of another position.B. Skill to review technical data and prepare technical reports.10. Skill to evaluate fiscal data for reasonableness, necessity, and conformity with contractrequirements.11. Skill to negotiate features of a contract, while balancing agency and provider requirements.12. Skill in problem-solving techniques.13. Skill in the use of computers and related equipment in a stand-alone or local area networkenvironment.14. Skill to prepare and maintain accurate records, files, and reports.IV.
