PTRs consist of Electronic Warfare Sites (EWS), Electronic Warfare Ranges (EWR), and Bombing and Gunnery Ranges (B&G). Manage and administer the work effort to assure fully adequate, disciplined, and timely completion of all requirements in a safe manner.\nResponsibilities:\nServes as the Deputy/Assistant PM and authorized to interface with the Government Contracting Officer (CO) and the contract level Contracting Officer’s Representative (COR).\nSupports primary PM to negotiate, act and commit for the contractor on all contractual matters related to the PTR contract.\nRequired to be available within 24 hours to meet with Government personnel\nat Langley AFB, VA when mission dictates a face-to-face meeting.\nEstablish and carry out departmental or organizational goals, policies, and procedures.\nManage general activities related to providing services. Consult with other executives, staff, and board members about general operations.\nSupport government conferences, meetings and quarterly program management reviews.\nResponsible for the performance of work at all PTR locations.\nResponsible for ensuring a sufficient number for personnel are available to support operations at each designated operating location during normal working hours to include weekends and holidays.\nBack up the PM with secondary oversight the organization's financial and budgetary activities.\nAnalyze financial statements and other performance indicators. Identify places to cut costs and to improve performance, policies, and programs.\nCoordinates and monitors the scheduling, pricing, and technical performance of the contract.\nEnsures adherence to master plans and schedules; develops solutions to program problems; and directs work of employees assigned to the contract from various departments.\nEnsure accomplishment of the contract objectives are completed on time and within budget.\nRelies on extensive experience and judgment to plan and accomplish goals.\nEnsure an adequate staff of personnel with the necessary management expertise to perform the work in accordance with sound and efficient management practices.\nMake provisions to accommodate fluctuations in work magnitude and type and have the flexibility to respond to emergencies and changing priorities/requirements in an effective and efficient manner.\nDistribute Government provided customer-satisfaction surveys.\nPrepare, implement, and maintain a Management Plan (MP).\nImplement a continuous Risk Management process throughout the life cycle of the Contract.\nProvide a detailed monthly and annual status reports.\nQualifications:\nProgram management experience of a DoD aircraft training range within the last 5 years\nSuccessful Program management experience of projects with multi-million dollarannual budgets\nIndividual shall have written and oral communications abilities commensurate with this management role.\nIntermediate to advanced level skills in Microsoft Office software suite - Word, Excel, Outlook, PowerPoint.\nHigh school diploma or equivalent required\nAbility to understand, speak, read, and write the English language.\nAbility to communicate effectively with all levels of employees, Government Representative, and outside contacts.\nStrong interpersonal skills and good judgment with the ability to work alone or as part of a team.\nValid driver’s license in the state of employment with an acceptable driving record.\nAbility to pass a pre-employment background check.\nUS Citizenship is required.\n\nSupervisory Responsibilities\nProvides leadership and direction to the management and technical team.\nMonitor/provide effective performance feedback through employee recognition, coaching, and disciplinary action.\nEnsures flow of communication from upper management to employees and vice versa.\n\nPhysical Demands\nMust be able to lift up to 50 pounds.\nMust be able to stand and walk for prolonged period amounts of time.\nMust be able to twist, bend, and squat periodically.\nHigh noise levels are common as is the potential exposure to heat/cold, noise, dusts, mist, and/or fumes.\n\nEnvironment\nDeputy Program Manager is required to be on-site and travel to the different ranges.\nWork areas consist of office and non-office settings such and industrial locations.\nRequires wearing personal protective equipment (PPE) which includes safety glasses, protective-toe footwear, gloves, and hearing protection as required.\n\nSECURITY CLEARANCE REQUIREMENTS: Must currently hold a security clearance at the Secret level.
