Summary This position is eligible for the Education Debt Reduction Program (EDRP) – a student loan payment reimbursement program. Applicants must meet specific eligibility requirements per VHA policy and submit an EDRP application within four months of appointment. Program approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after review of the application. Former EDRP participants are ineligible to apply. Qualifications To qualify for this position, you must meet the basic requirements as well as any additional requirements listed in the job announcement. Applicants pending completion of training or license requirements may be referred and tentatively selected but may not be hired until all requirements are met. Currently employed physicians in VA who met the requirements for appointment under the previous qualification standard at the time of their initial appointment are deemed to have met the basic requirements of the occupation. United States citizenship: Non‑citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA policy. Degree: Doctor of medicine or equivalent degree resulting from a course of education in allopathic medicine or osteopathic medicine from a school approved by the Department of Veterans Affairs for the year in which the course of study was completed. Current full and unrestricted license to practice medicine or surgery in a U.S. State, Territory, or Commonwealth, or in the District of Columbia. Residency training: Physicians must have completed residency training approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification. (Option 1) Appropriate ACGME or AOA approved residency/fellowship completed for the year. (Option 2) One year of post‑medical‑school training (internship, first year of residency, or transitional year residency) approved by ACGME or AOA followed by two years of post‑training independent practice under a full and unrestricted license. (Option 3) Non‑U.S. residency training followed by at least three years of verified independent practice in the United States under a full and unrestricted license. Residents currently enrolled in an accredited residency who otherwise meet the basic requirements may be appointed as Physician Resident Providers (PRPs). PRPs must hold a full license, may only be appointed on an intermittent basis, are not independent practitioners, and receive a limited scope of practice under supervision. Physical requirements in accordance with VA Directive and Handbook 5019. Duties The primary care physician will manage scheduled and unscheduled patients in the outpatient clinic setting and serve as an integral member of the PACT team. Responsibilities include: Providing primary care to patients enrolled at the Syracuse VA Medical Center or one of its staff‑model CBOCs. Managing a patient panel in accordance with PCMM guidelines. Participating in daily huddles, primary care systems redesign projects, and peer review of other primary care providers through periodic chart reviews. Supervising or collaborating with primary‑care mid‑level providers. Providing clinical oversight, acting as a surrogate for absent primary‑care providers as needed, and attending primary‑care staff, departmental, and medical‑staff meetings. Documenting patient encounters in a timely manner and addressing clinical reminders as medically appropriate. Maintaining quality of care at all times, working within privileges, and adhering to emergency protocols. Working full time (Monday‑Friday, 8:00 am – 4:30 pm, or per service needs).
