Job DescriptionYour RoleThe Enterprise Portfolio Value Office (EPVO), part of the Office of the Chief Operating Officer, enables Blue Shield of California to deliver enterprise strategy, achieve measurable business value, and improve decision making through Lean Portfolio Management and value management best practices.The Strategic Planning and Performance Consultant reports to a Senior Manager and plays a key role in shaping and operationalizing enterprise planning and performance management capabilities. This role partners closely with portfolio leaders, finance, and cross functional teams to ensure strategic priorities are clearly articulated, performance is transparently measured, and enterprise deliverables are executed with discipline.This is a hands-on consulting role that balances analytical rigor, stakeholder influence, and execution-ideal for someone energized by ambiguity, complex problem solving, and executive level work that drives real business outcomes.Our leadership model is about developing great leaders at all levels and creating opportunities for our people to grow - personally, professionally, and financially. We are looking for leaders that are energized by creative and critical thinking, building and sustaining high-performing teams, getting results the right way, and fostering continuous learning.ResponsibilitiesYour WorkIn this role, you will:Lead and support annual and quarterly enterprise planning processes, including facilitation, synthesis of inputs, and preparation of executive ready materialsOwn portfolio performance analysis, identifying risks, dependencies, and opportunities, and translating data into actionable insights and recommendationsDevelop and maintain performance dashboards, narratives, and executive presentations that support prioritization and investment decisionsManage the execution of monthly and quarterly enterprise planning and performance deliverables, ensuring quality, timeliness, and alignmentIndependently plan and execute moderately complex initiatives or workstreams, navigating cross functional dependencies and competing prioritiesPartner with portfolio leaders and enterprise teams as a trusted advisor, helping teams connect strategy to execution and outcomesIdentify and drive continuous improvement opportunities across planning, governance, and performance management processesContribute to team capability building through knowledge sharing, playbooks, and standard frameworksQualificationsYour Knowledge and ExperienceBachelor's degree or equivalent work experience5+ years of progressive experience in strategic planning, portfolio management, management consulting, project/program management, or agile deliveryDemonstrated experience influencing cross-functional stakeholders and delivering results without formal authorityStrong analytical and problem-solving skills, with the ability to translate complex information into clear executive insightsProven ability to operate effectively in ambiguous, fast-changing environmentsExperience supporting or leading enterprise-level planning or roadmap developmentTrack record of company-wide or multi-function impactPreferred experience:Lean Portfolio Management or value management practicesExecutive-level storytelling and presentation developmentHealth care, payer, or regulated-industry experience (helpful but not required)HybridThis role requires employees to be in-office based on our hybrid workplace model, balancing purposeful in-person collaboration with flexibility.
