The PM is responsible for overall program leadership, workforce continuity, compliance with federal HR requirements, and delivery of high-quality HR services across the employee lifecycle.\nKey Responsibilities\nProgram Leadership & Contract Management\nProvide day-to-day program oversight and serve as the primary interface with the DOC Contracting Officer (CO) and Contracting Officer’s Representative (COR).\nEnsure full compliance with BPA requirements, Performance Work Statement (PWS), and applicable federal HR policies and procedures.\nManage contract performance, schedules, deliverables, staffing levels, and risk mitigation strategies.\nWorkforce Management & Continuity\nMaintain an adequate, qualified workforce to ensure uninterrupted HR services across all supported DOC bureaus.\nOversee recruitment, onboarding, cross-training, and retention strategies to promote workforce stability and continuity.\nRapidly deploy required Labor Categories (LCATs) upon Government request.\nHR Service Delivery Oversight\nDirect and oversee the delivery of HR services including:\nDelegated Examining\nStaffing and Recruitment\nClassification and Position Management\nPay Setting (non-processing)\nPerformance Management\nPersonnel Security and On/Off Boarding\nNew Employee Orientation and Onboarding\nPayroll and Personnel Action Reporting (PAR processing)\nRetirement Case Management\nEmployee Personnel File Maintenance\nWorkforce Analysis and Strategic Workforce Planning\nMajor Hiring Initiatives, Job Fairs, and Pathways/Student Hiring Programs\nEnsure HR services are delivered accurately, timely, and in accordance with federal standards.\nQuality Control & Reporting\nImplement and manage quality assurance processes to ensure accuracy, compliance, and continuous improvement.\nReview and approve reports, metrics, and data submissions required by the Government.\nMonitor service-level performance and proactively address issues before they impact mission operations.\nStakeholder Engagement & Communication\nCoordinate closely with DOC bureau leadership and HR stakeholders to understand evolving requirements.\nProvide regular status updates, performance briefings, and issue resolution recommendations to the Government.\nServe as escalation authority for HR service delivery issues.\nTransition & Risk Management\nLead transition-in and transition-out activities, ensuring continuity of operations and knowledge transfer.\nIdentify risks related to staffing, compliance, or workload surges and implement mitigation strategies.\nRequired Qualifications\nBachelor’s degree in Human Resources, Business Administration, Public Administration, or a related field (Master’s degree preferred).\nMinimum of 7–10 years of experience managing federal HR programs or contracts of similar size and complexity.\nDemonstrated experience overseeing federal HR services such as delegated examining, staffing, classification, onboarding, payroll/PARs, and retirement processing.\nProven experience managing multi-site or multi-bureau HR operations.\nStrong knowledge of federal HR regulations, policies, and lifecycle processes.\nExperience managing teams of HR professionals and supporting surge hiring initiatives.\nDesired Qualifications\nPrior experience supporting the Department of Commerce or other federal civilian agencies.\nExperience managing BPA or IDIQ-style task orders.\nProfessional HR certification (e.g., PHR, SPHR, SHRM-CP/SCP) preferred.\nStrong analytical, communication, and stakeholder management skills.\nAuthority\nThe Program Manager has full authority to act for the Contractor on all matters relating to work performed under this BPA and is empowered to make staffing, operational,
