The Program Manager serves as the primary liaison between the Government and the contractor team and is accountable for overall technical performance, schedule, cost, staffing, and contract compliance. This role provides executive-level oversight of IT services, ensures delivery against Service Level Agreements (SLAs), manages risks and resources, and ensures adherence to DoD/Navy processes and reporting expectations. Veterans and military spouses are encouraged to apply.\nEmployment is contingent upon award.\nResponsibilities\nServe as the single point of contact to the COR and Government stakeholders for all technical, contractual, staffing, and performance matters\nOversee planning, execution, and monitoring of all work under the contract, ensuring timely resolution of incidents, outages, and service requests in accordance with service levels and Navy requirements\nProvide direction to task leads and SMEs to ensure consistent delivery across cybersecurity, systems administration, data management, and user support workstreams\nManage program cost, staffing plans, and resource allocation to meet contractual hours and surge support requirements\nEnsure deliverables, reports, briefings, and plans meet Government standards, incorporate feedback, and are submitted on schedule\nMonitor compliance with DoD/Navy cybersecurity, safety, and environmental policies; ensure team members complete required training and certifications\nCoordinate on-call and after-hours support posture for critical incidents and high-priority mission events, including 24x7 callback and 1-hour onsite response when required\nQualifications\nMinimum ten (10) years of professional management experience, including at least five (5) years managing DoD or Navy IT systems or programs\nDemonstrated experience with contract administration and directing cost/schedule/technical performance on complex IT programs\nProven ability to interface effectively with CORs and Government representatives and to navigate DoD contractual processes\nPreferred Qualifications\nPMP, DAWIA, or similar acquisition/program management certification\nExperience managing service delivery using ITIL/ITSM practices and performance-based SLAs in a Navy environment\nPhysical Demands\nMust be able to sit and stand for long periods of time\nOccasional travel and overtime may be required\nRequired Clearances and Screenings\nThis position is subject to a government background investigation (BI) and must meet eligibility for access to classified information.
