Asset and Contract Manager
Job Description
The Asset and Contract Manager is responsible for asset management across CHDC's portfolio of buildings, as well as the administration of city and state contracts. This includes insurance monitoring, violation resolution monitoring and reporting, contract applications, documentation, compliance, reporting, and coordination with multiple internal and external stakeholders.Responsibilities:Asset ManagementReal Estate ComplianceMonitor all development projects for regulatory, licensing, and permit compliance (including boiler, elevator, and mechanical system inspections and service contracts)Report to city agencies if requiredProvide ongoing review of violations (DOB, Elevator, FDNY, HPD, HQS)Track through task management systemProvide monthly reporting to DirectorsLIHTC and HOME ComplianceMonitor all regulatory agreements for income and occupancy complianceReview LIHTC and HOME income compliance files in preparation for asset management visitsManage preparation of files for review and auditProvide reporting to CHDC leadership as requestedLender and Investor CompliancePrepare information packets for lenders and investorsPrepare for and participate in announced visits from HPD and investorsParticipate in unannounced visits from lenders and investorsCreate Corrective Action Plans based on visit reportsWork with Property Management and Maintenance to resolve issuesTrack in task management systemPrepare periodic and ad hoc reportingProduce and respond to correspondence as neededInsurance ManagementReview and monitor insurance coverage, claims, and settlementsTrack and manage policy renewalsCollaborate with broker to identify cost efficienciesMonitor tenant legal actionsMonitor claims with brokerMonitor personnel litigation managed by HRMonitor insurance carrier risk assessment recommendations and coordinate resolutionState and City Contract Administration and ReportingManage application and registration for 8 annual public funding contractsMaintain contract calendar to ensure timely submissionsSubmit renewal documents including budgets, compliance details, and insurance informationPrepare for and participate in bi-annual property inspectionsRespond to changes in contract requirementsProcess and submit monthly, annual, and bi-annual payment requestsProduce and distribute reporting (internal and external)Work with City and State agencies and escalate issues as neededAdditional Responsibilities:Attain proficiency in CHDC systems and applicationsUtilize property management, maintenance, and project management systemsParticipate in special projectsProvide organizational support as neededCriteria for Success:Compliance with all real estate, regulatory, and lender/investor requirementsTimely renewal of insurance policiesDetailed knowledge of legal actions, claims, and settlementsTimely submission of contractsStrong understanding of contract and project statusPositive relationships with agencies and stakeholdersAccurate and up-to-date data managementRequirements and Qualifications:Education and ExperienceBachelor's degree in a related field (Master's preferred in Real Estate Development, Urban Planning, or similar)2–3 years of relevant experience in asset management, housing development, contract administration, or related fieldSkills and CompetenciesBackground in regulatory complianceKnowledge of budgets and housing development processesAffordable housing experience preferredStrong attention to detail and organizational skillsExcellent written and verbal communication skillsStrong critical thinking and adaptabilityAbility to build and maintain relationshipsSound professional judgmentAbility to work independently in deadline-driven environmentsStrong technology skills (MS Office, especially Excel and PowerPoint)Experience with Yardi, Monday.com, Kissflow, and MaintainX is a plusReports ToDirector of Finance and AdministrationManagesNoneSalary Range$100,000 – $120,000Company DescriptionClinton Housing Development Company (CHDC) builds community by preserving and creating high quality, permanently affordable housing in the Clinton/Hell's Kitchen and Chelsea neighborhoods on the West Side of Manhattan.
