The PM will provide management, direction, administration, quality assurance, financial oversight, staffing control, risk management, subcontractor oversight, continuity of support, and leadership for all CISA Infrastructure Security Exercise Support Services work. This is a key personnel position expected to remain assigned for at least twelve months following award unless otherwise approved by the COR.\nEssential Duties and Responsibilities\nServe as the contractor single point of contact for the CO, COR, Government Technical Leads, and CISA Exercises Leadership Team.\nManage all contractor and subcontractor personnel supporting program management, exercise planning, exercise conduct, evaluation, analytics, logistics, technical editing, media/simulation, and administrative support.\nLead contract transition-in, kickoff preparation, Project Management Plan development, Quality Control Plan development, schedule development, and transition-out planning.\nDevelop and maintain the integrated project schedule, staffing plan, risk register, deliverable tracker, action item tracker, travel tracker, and monthly performance reporting structure.\nPrepare and brief the Monthly Status Report, including activities by task, open issues, corrective actions, staffing gains/losses, security status, schedule status, trip summaries, financial summaries, and performance metrics.\nImplement cost-control measures, monitor burn rates, review travel and ODC requirements, and ensure invoices and backup documentation align with contract requirements.\nEnsure HSEEP-aligned exercise activities are planned, coordinated, executed, evaluated, and documented in accordance with Government timelines and quality standards.\nCoordinate staffing and continuity coverage during leave, travel, surge events, lapses in appropriations, and mission-critical requirements.\nEnsure personnel comply with clearance, DHS suitability, PCII/CVI training if required, information protection, Section 508, telework, property, and Government facility requirements.\nMeet frequently with internal team leads to review plans, deliverables, schedule status, quality issues, and customer priorities.\nRequired Qualifications\nMinimum 10 years of demonstrated experience as a Program Manager or Deputy Program Manager on a Government contract.\nExperience managing federal programs involving emergency management, homeland security, infrastructure security, cybersecurity, training, exercises, or mission support.\nDemonstrated ability to manage cost, schedule, performance, quality, staffing, subcontractors, travel, ODCs, deliverables, and Government reporting.\nExperience developing PMPs, QCPs, integrated master schedules, monthly status reports, risk registers, and transition plans.\nStrong understanding of HSEEP, federal exercise support, DHS/CISA mission needs, critical infrastructure security, and public/private partner coordination.\nExcellent executive communication, briefing, writing, and customer relationship skills.\nAbility to be available to the COR by telephone and email during core business hours and respond to technical or management issues within one business day.\nPreferred Qualifications\nPMP certification or equivalent senior project management credential.\nPrior CISA, DHS, FEMA, DoD, or national-level exercise program management experience.\nExperience managing cleared personnel and contracts requiring Secret facility/personnel security support.\nPrimary Deliverables / Work Products Supported\nKickoff briefing and meeting minutes\nProject Management Plan and Quality Control Plan\nProject schedule and recurring updates\nMonthly Status Reports and oral briefings\nTransition-Out Plan\nStaffing, financial, travel, risk, and performance metric inputs\nApplied Training Solutions, LLC is a leading simulations company providing innovative systems, products, and solutions to government and commercial customers.\nApplied Training Solutions, LLC is committed to hiring and retaining a diverse workforce.
