Preconstruction Engineer Level 1position SummaryMetcon is a commercial general contractor that specializes in construction management, negotiated, design-build and select hard-bid projects. The Preconstruction Engineer Level 1 is a critical position within Metcon. Preconstruction staff are responsible for leading, directing, and overseeing projects and generating conceptual budgets, evaluating, and pricing Schematic drawings for Design Development drawings, Construction Drawings, ensuring that everything included required to successfully price, bid and construct the project. Preconstruction staff must prequalify subcontractors, aggressively coordinate with subcontractors to ensure the subcontractors have all required information and that ample bids are received. This position works with the Project Management teams to turn over projects for the construction/delivery, as well as with Marketing/Management to follow-up on proposals and maintain client relationships until the contract is awarded. Act as needed to ensure project goals, objectives and initiatives are met in alignment with the mission, vision, and values of Metcon. Level is determined by performance, experience, project complexity, size, and value. Responsible for the preconstruction process in CM at Risk and Negotiated GC. Assist in preconstruction process for Design-Build and Hard Bid delivery methods. Work with Project Leadership team to ensure accuracy of cost estimates, scopes of work and schedule requirements. Identify and effectively manage owner expectations during the preconstruction phase. Help the development of viable cost options and value analysis in all building systems with a thorough understanding of the interrelationship of building systems and their impact on the overall project budget, design, quality, and life cycle. Help to accurately manage all aspects of estimating, constructability, and value analysis, including the timely management of takeoff functions, subcontractor bid solicitation, estimate maintenance, and final deliverables. Ability to analyze both risk and profitability at each level of the estimate. Effectively build and manage project schedule in P6 by collaborating with field operations on logic and durations. Including design phases, project phasing, permitting, prequalification, bidding, long lead items and general construction activities. Work with senior leadership to set clear and attainable goals for preconstruction teams. Participate in training opportunities to increase technical and leadership competencies. Promote and support good internal and external relationships throughout all divisions and departments of Metcon and with clients and the public.
