Join us.\n\nJob Description\n\nAECOM is seeking a Senior Project Engineer to be based in our Baltimore, MD office to support the B&P Tunnel Replacement (BPTR) Program among other project opportunities available at AECOM.\nAECOM is the delivery partner for Amtrak on the BPTR Program that will upgrade a ten-mile section of the Northeast Corridor (NEC), America’s busiest passenger rail line. The Program will also include delivery of new roadway and railroad bridges, new rail systems and track, and a new ADA-accessible West Baltimore MARC station. The delivery partner team is responsible for supporting Amtrak with overseeing the full breadth of the program. The scope of services includes program management, design oversight, construction oversight, commissioning oversight, program controls, and commercial and capacity building.\nThe Senior Project Engineer will serve as a technical coordinator bridging design oversight and construction oversight. This role requires a professional engineer with deep experience in both design and construction who can independently review, evaluate, and resolve technical issues on construction submittals, Request for Information (RFIs), and field changes. The position is essential to ensuring timely, accurate, and defensible technical decisions across multiple Guaranteed Maximum Proce (GMP) packages. An ideal candidate will oversee design and construction progress, undertake technical reviews, coordinate technical discussions, support field integration activities, and ensure alignment across engineering, construction, and stakeholder teams.\nThe responsibilities for this position include but are not limited to:\nServe as a senior technical reviewer for construction submittals, RFIs, design clarifications, shop drawings, and technical queries, providing engineering responses without requiring escalation for routine issues.\nReview and validate the Design Joint Venture (DJV) and Engineer of Record (EOR) technical responses for impacts to scope, schedule, cost, safety, and field feasibility.\nResolve technical issues arising from field conditions, proposed changes, and contractor means and methods, escalating only the most complex issues to the Design Oversight Lead.\nSupport the preparation and issuance of Released for Construction (RFC) drawings and documentation.\nAct as a senior liaison between the Owner, DJV, Construction Managers, and contractors to ensure alignment between design intent and construction execution.\nProvide engineering support during construction to maintain continuity of design intent and resolve conflicts between design documents and field conditions.\nOversee the full lifecycle of submittal and RFI processing, ensuring timely review, technical accuracy, and compliance with contract requirements.\nManage engineering logs, dashboards, and tracking systems to monitor progress, identify bottlenecks, and maintain visibility across multiple GMP packages.\nCoordinate review comments between design entities and construction teams to ensure timely and accurate resolution.\nAnnotate drawings and maintain documentation when Design Change Notices (DCNs) are approved.\nParticipate in coordination meetings and lead technical discussions; prepare action logs and follow up summaries.\nWork closely with permitting, licensing, utilities, third parties, and Authorities Having Jurisdiction (AHJs) to support design approvals and technical acceptance.\nAnalyze design changes and prepare documentation for change management, including cost and schedule impact assessments.\nCoordinate workflows for additional review requirements when design impacts are identified.\nSupport development of monthly design oversight progress reports.\nEnsure all technical reviews and design oversight activities comply with BPTR program policies, Owner Requirements, and applicable engineering standards.\nVerify that design submissions meet required format, completeness, and quality protocols.\n\nQualifications\n\nMinimum:\nBachelor’s degree and ten years of relevant experience or demonstrated equivalency of experience and/or education\nPreferred:\nBachelor’s degree in Engineering, Construction Management, or related field\nLicensed Professional Engineer (PE)\nFamiliarity with alternate project delivery methods such as CMAR, Design-Build, and P3\nMulti-disciplined experience with structural experience preferred\nDemonstrated experience in independently reviewing and resolving technical issues on construction submittals and RFIs.\nExperience supporting large-scale infrastructure, rail, tunnel, or heavy civil projects.\nProactive and self-directed with the ability to coordinate with multiple project team members, consultants, and contractors for specific initiatives.\nProﬁciency with Microsoft Oﬃce Suite and SharePoint.\nAbility to work collaboratively within multidisciplinary teams.\nExcellent listening, interpersonal, written, and oral communication skills.\nExceptional organization, time management, and prioritization skills with proven ability to balance competing tasks and meet deadlines.\n\nAdditional Information\n\nAdherence to Amtrak and BPTR Program policies is mandatory.\nAvailability to work in the Integrated Program Office in Baltimore, MD\nSponsorship for US employment authorization is not available now or in the future for this position\nRelocation is an option for this position.\nAbout AECOM\nAECOM is proud to offer comprehensive benefits to meet the diverse needs of our employees.
