We are seeking Workforce Developers across multiple discipline levels to identify training needs, design and source development opportunities, and track skills growth for EASE TO personnel. This role requires expertise in human resources, organizational development, and instructional design to analyze skills gaps, recommend tailored learning pathways, and measure training effectiveness.\n\nKey Responsibilities\nTraining Needs & Development Planning\n\nPartner with the Talent & Performance Lead to identify learning and development requirements across the workforce.\n\nAssess skills gaps and recommend targeted upskilling pathways aligned with role responsibilities.\n\nIdentify candidates for upskilling opportunities and guide them toward appropriate training solutions.\n\nTraining Sourcing & Delivery\n\nLeverage industry and alliance relationships (e.g., ServiceNow, UiPath, Power Apps, AWS) to source technical training opportunities at no cost to the Government or tailor content to EASE TO requirements.\n\nSource, schedule, and coordinate learning opportunities to ensure timely delivery.\n\nProvide coaching and mentoring support to employees seeking career development.\n\nApply industry learning and development models and evaluation methodologies to assess training effectiveness and return on expectations (ROE).\n\nMonitor leading indicators such as quality improvement, efficiency gains, and employee satisfaction/retention.\n\nRecommend improvements to maximize the impact of training programs.\n\nWork with HR, leadership, and technical teams to ensure learning solutions support workforce and mission objectives.\n\nAlign development opportunities with organizational goals and EASE TO mission needs.\n\nSuccess Factors\nThe ideal candidate will be:\n\nDevelopment-Focused & Strategic – Skilled at aligning training initiatives with mission priorities.\n\nAnalytical & Results-Oriented – Measures training effectiveness and applies continuous improvement practices.\n\nCollaborative & Supportive – Works seamlessly with leadership and staff to deliver meaningful learning experiences.\n\nInnovative & Resourceful – Leverages partnerships and creative approaches to expand training opportunities.\n\nQualifications\nRequired\n\nBachelor’s degree in Human Resources, Organizational Development, Instructional Design, or related field.\n\n0–15+ years of experience in learning and development, workforce planning, or HR training functions (multi-discipline levels available).Strong knowledge of instructional design principles, training evaluation methodologies, and workforce development models.\n\nExcellent organizational, communication, and facilitation skills.\n\nPreferred\n\nExperience supporting ODNI, IC, or DoD training and development programs.\n\nFamiliarity with workforce analytics and retention metrics.\n\nProfessional certifications in L&D or HR (e.g., CPLP, ATD, SHRM-CP/SCP).\n\nWhy Join JMark?\nAt JMark, learning fuels mission success.
