Work involves planning, developing, coordinating, and implementing major agency programs and providing consultative services to program staff, governmental agencies, community organizations, or the general public. Trains, leads, assign and prioritize the work of others. This position works under minimal supervision, with extensive latitude for the use of initiative and independent judgment. Provides overall program leadership to a team of clinical and administrative staff that serve at the Bell County Diversion Center.Essential Duties And ResponsibilitiesOversees the operations of the crisis residential facility to include supervision and development of staff to include training, mentoring, scheduling, and coaching.Oversees the programming and services provided by clinical staff and provides technical assistance, training, process improvement and reporting as required.Provides the required medical services per Information Item V for crisis residential programs as established by and in accordance with held licensure (RN or LPC, LCSW, LMFT) and as outlined by the Texas Administrative Code.Acts as a liaison with all stakeholders to establish and maintain continuity of care and inform of program’s requirements and procedures and purpose. Ensures that program participants have access to needed and required mental health services according to the established protocols and timelines. Ensures the completion of and appropriateness of discharge plans for individuals exiting the residential program.Establishes and maintains a highly collaborative and effective relationship with the provider of paraprofessional services in the facility.Develops and maintains effective relationships with community members, stakeholders and Community agencies that are involved in the operation of the residential unit, make referrals to the program and/or provide wrap around services to the residents of the unit.Conducts monthly staff meetings that address program operations, program quality, case conferencing and team building.Oversees/prepares the collection, organization, analysis, and preparation of materials in response to requests for program information and required reporting to meet contract requirements and stakeholder expectations. Assures program outcomes are monitored and achieved or addresses barriers to achievement.Maintains a current knowledge and understanding of all rules and regulations of the programs’ guiding documents to include Texas Administrative Code, Information Item V, contracts, grants, and program policies and procedures. And ensures that programs stay in compliance with such.Is responsible for implementing corrective action plans to resolve inadequacies. Assures program quality is maintained by conducting and analyzing consumer satisfaction surveys, conducting semi-annual internal audits utilizing the HHSC audit tool for crisis residential programs informal. Participates in and serves on local and state initiatives that support and enhance the work of the Bell County Diversion Center.Collaborates with the Director of Crisis Services and the Behavioral Health Director on creating and presenting reports, correspondence, needs assessments, and other documents for such audiences as Bell County Commissioners Court, Law Enforcement Officials, and other relevant stakeholders and citizens.Works in a proactive, collaborative and creative way with all internal and external stakeholders to build and establish the programs of the Bell County Diversion Center.Applies the principles, techniques and procedures of Positive Coaching in order to increase collaboration and build job skills, meeting with employees on a scheduled basis, depending on the position at least monthly or quarterly to provide formal coaching. Demonstrates high ethical standards, trustworthiness, and personal integrity. Regular attendance, dependability, and promptness are required for the 8-5 work day or agreed upon hours to ensure consistency and completeness of program’s processes.Professional Development - Successfully completes training required to maintain skill competency and cross training to ensure consistency across program procedures. Completes continuing education as required by professional standards and the Center.Experience/Education/Licensing/CertificationGENERAL QUALIFICATIONSLicensed in the State of Texas as a Registered Nurse (RN)- $600 monthly stipend orGraduation from an accredited Masters Level or Doctoral program with a degree in the mental health field and licensed as a LPC, LCSW, LMFT, or LP in the State of Texas-$500 monthly stipend.Preferred RequirementsAdministrative experience working with individuals with a mental illness and/or co-occurring substance abuse disorder in a residential hospital or emergency setting; Senior level experience in the provision of mental health and/or substance abuse services that includes services such as diagnostic evaluations, outpatient treatment, crisis intervention, and case management to adults or children in a residential setting is preferred. Knowledge/Skills/AbilitiesMust have extensive knowledge of clinical operations and knowledge of the system of care in the mental health field. Must have knowledge of current treatment interventions for individuals who have a mental illness and/or co-occurring substance abuse disorder, psychopharmacology, and diagnostic skills. Must have knowledge of mental health treatment modalities and the diagnosis of these illnesses.Knowledge of local, state and federal laws related to the program area; public administration and management techniques; of statistical analysis processes; of budget processes; of research techniques; of training and marketing techniques; and of program management processes and techniques.Relationship SkillsAbility to communicate effectively, both verbally and in writing.
