This role provides strategic leadership, operational oversight, and governance across all functional areas, ensuring delivery of integrated, high-quality, secure, and compliant enterprise IT services aligned with CISA's mission.\r\nKey Responsibilities\r\nProgram Leadership & Oversight\r\nServe as the primary interface to the COR and Government stakeholders\r\nOversee execution of all task areas, including engineering, operations, and program management\r\nEnsure alignment of contractor activities with Government priorities and mission objectives\r\nProgram Management Execution\r\nManage day-to-day contract performance and task order administration\r\nProvide oversight of all activities across functional areas and deliverables\r\nCoordinate contractor team activities and ensure integrated service delivery\r\nPerformance Management & Reporting\r\nTrack and report program performance, progress, and execution status\r\nPrepare and submit Weekly Status Reports (WSRs) and other program reports\r\nConduct and support Monthly Program Management Reviews (PMRs)\r\nRisk & Quality Management\r\nIdentify, assess, and mitigate program and project risks\r\nImplement and enforce quality control processes across all deliverables\r\nEnsure continuous improvement of program procedures and documentation\r\nProject Coordination & Delivery\r\nCoordinate project execution with Government project managers and leads\r\nSupport project planning, scheduling, and resource allocation\r\nMonitor project performance against established plans and objectives\r\nStaffing & Resource Management\r\nManage staffing levels and ensure adequate resource allocation\r\nOversee subcontractor management and team performance\r\nEnsure continuity of support and qualified personnel fulfillment\r\nFinancial & Administrative Management\r\nSupport invoicing and financial tracking activities\r\nEnsure compliance with contract requirements and reporting standards\r\nManage contract performance in accordance with task order requirements\r\nRequired Qualifications\r\nEducation\r\nBachelor's degree in Management, Computer Science, Information Systems, or related field\r\nAdditional experience may substitute for formal education (per Government approval)\r\nExperience\r\nMinimum five (5) years of experience in IT program management\r\nDemonstrated experience managing complex federal IT programs\r\nExperience coordinating multi-functional technical teams\r\nCertifications\r\nProject Management Professional (PMP) (required)\r\nITIL v3 Foundation certification (required)\r\nDesired Qualifications\r\nExperience supporting DHS and/or CISA environments\r\nFamiliarity with federal IT governance frameworks (e.g., SELC, NIST, ITIL)\r\nExperience with Agile and Scrum methodologies\r\nKey Competencies\r\nStrategic leadership and executive communication\r\nFederal program governance and compliance\r\nRisk and performance management\r\nStakeholder engagement and coordination\r\nOrganizational and operational excellence\r\nWork Environment & Requirements\r\nMust be available during standard business hours (0800–1600 ET)\r\nRequired to respond to Government requests promptly (within 1 hour acknowledgment)\r\nEligible for Top Secret/SCI clearance\r\nDSA209\r\nLI-JE1\r\nMany of DSA's positions require the ability to obtain a security clearance. Security clearances may only be granted to U.S. citizens.
