The role requires practical Agile leadership-not simply certification-including hands-on Jira experience, measurable flow/velocity management, dynamic resource allocation, and demonstrated ability to improve delivery performance across multiple teams.\n\nEssential Duties & Responsibilities:\n\nLead the overall APS contract effort and serve as the principal Agile delivery leader interfacing with Government leadership.\nBuild and manage a flexible enterprise capacity model that can shift qualified resources across CPE ST3 directorates and prioritized work.\nOwn Agile operating cadence: intake, backlog refinement, sprint planning, prioritization, sizing, execution, review, retrospectives, and continuous improvement.\nUse Jira as the primary operational control environment for work tracking, capacity visibility, workflow management, dashboards, and performance metrics.\nProvide real-time visibility into sprint velocity, cycle time, task status, blockers, workforce capacity, and delivery predictability.\nCreate and enforce clear Definitions of Done, outcome measures, quality controls, and repeatable Agile business processes.\nInstitute rapid-response procedures for simultaneous mission-priority shifts and workforce disruptions while sustaining uninterrupted support.\nDrive Agile cultural adoption across contractor and Government stakeholders using a transparent, blameless, rapid-escalation environment.\nSupport auditable alignment among tasks, labor categories, authorized work, funding/CLIN structures, Jira tickets, and monthly performance reporting.\nMentor Government stakeholders and contractor teams on backlog management, flow, Agile metrics, and capacity-based delivery practices.\n\nEducation, Certification & Experience Requirements:\n\nEducation:\n\nBachelor’s degree or equivalent professional experience\n\nCertifications:\n\nProject Management Professional (PMP) (Preferred)\n\nExperience:\n\nProgram Leadership: Minimum 5 years of demonstrated program management experience leading Agile teams or managing cross-functional, capacity-based professional services in a federal or commercial environment.\nRecent Experience: At least 3 of the required 5 years must have occurred within the past 5 years.\nAgile Scaling: Demonstrated experience scaling Agile practices across multiple teams while maintaining alignment with strategic and mission goals.\nAdvanced Agile Credential: Current recognized Agile-specific credential.
