Real Time Companies—position DescriptionJOB TITLE: HUMAN RESOURCE MANAGER, Phoenix AZ REPORTS TO: Chief Financial & Operating OfficerPOSITION OVERVIEW: The individual in this position is responsible to collaborate and oversight with the CFO on the Human Resource aspects of the company and the accompanying Business Operations activities and functions which support the daily operation of the business. Focus of this role includes organization, planning, direction, reporting, project management, project and initiative oversight and compliance. For the success of this position, 3 specific areas of responsibility have been identified. HUMAN RESOURCES AND COMPLIANCEConduct employee on/off boarding administration and complianceOversee and manage integrity of employee data and documents/records (soft and hard copy)Manage BenefitsHealth Benefits Renewals and management of open enrollmentOversight and audit the coordination and updates of benefit portals when employees become/lose eligibility401k: plan Administration, YE annual filings and audits, compliance, document managementEnsure that RTC HR policies, procedures and protocols are complied withEnsure that RTC HR policies, procedures and protocols remain compliant with changing state/fed mandates/ laws in states where we have employeesManage HR legal documents and revisions (for employees and Independent Contractors)Assess HR policies and procedures and collaborate to make necessary improvements and implement efficienciesExport control administration compliance where relative to Human Resources & RecruitingRegister new states for WC insuranceComplete/ manage annual WC Audit and annual Renewal preparationCollect and track weekly Engineering timesheets & Work product progress reportsPrepare Engineering on/off boarding documentation for project workMaintain client ID registrations for new engineer onboardingParticipate in the investigation and guidance for disciplinary actionsObtain references and VOE’s (when applicable)HR, PR or Recruiting duties as needed and assigned PAYROLLOversight, Audit (and become the Backup) for Multi state Payroll Processing (~45-65 employees)Register for company licenses, apply for withholding and UI in new statesWork with PR Company to complete YE 1099 and W2 reportingAudit UI annual reports and ratesAudit PR Company records for out of state filing and payment complianceMaintain time off tracking (PTO, PSL, ETO) RECRUITING AND RECRUITING ADMINISTRATIONRecruit, onboard and train (when applicable) Business Operations personnelServe as Technical Recruiting team backup (sourcing, scheduling)ATS Administration and Functionality managementMaintain recruiting goals and actuals activity reportingProvide Engineering candidate onboarding status and information to hiring mangersSupport staffing model planning and execution stagesSchedule Engineering candidate pre-screens and interviews (if/when needed)Manage job portal listings within ATS and job posting portals (Indeed, LinkedIn)The Successful Applicant Will Possess The Following Qualifications TECHNICAL SKILLSBachelor’s degree in Human Resources or related field5+ years of Payroll processing10+ Years relevant and proven work experience in a corporate environment in dedicated HR Management role with same level of responsibilities in HR, Benefits and Recruiting10+ Years relevant experience with Human Resource administration and complianceProfessional Certificate in Human Resources Management a PLUSPHR Certification Required (active)SPHR Certification a PLUS (active)Fundamental knowledge of HR compliance, employment laws and best practicesFundamental knowledge or Health Benefits and 401k plan administration guidelinesCertificate in Employee Relations Law Seminar a PLUSFundamental knowledge of disciplinary investigations and documentationStrong experience in researching, writing and assessing Policies and Procedures for HR, Benefits, Recruiting, PayrollIntermediate=>Advanced user of MS Word, MS OutlookIntermediate=>Advanced user of MS ExcelSOFT SKILLSStrong attention to detail and high % of accuracy in work productStrong analytical and judgement skillsAbility to work with minimal up-front guidance and take ownership of work product and follow throughComfortable and well able to roll up sleeves be hands onAbility to take initiative and collaborate with needed parties to get issues resolved and goals accomplishedAbility to effectively and consistently prioritize multiple projects simultaneously in a deadline driven environmentAbility to be firm and professional;
