District Manager / Project ManagerTemecula Elsinore Anza Murrieta Resource Conservation District (TEAMRCD)Temecula, California, United States (Remote — must live within 45 miles of District boundary)Full-timeAbout TEAMRCDThe Temecula Elsinore Anza Murrieta Resource Conservation District (TEAMRCD) is a local special district dedicated to protecting, conserving, and enhancing natural resources throughout our service area in Riverside County, California.Established in 1949, TEAMRCD works at the intersection of science, stewardship, and community partnership to deliver practical, grant-funded conservation solutions that benefit our region.Current program priorities include:Advancing the I-15 Wildlife Crossing initiativeStrengthening regional wildfire resilienceSupporting agricultural producers through irrigation efficiency programsHolding and stewarding conservation easements and expanding our easement portfolioProviding mitigation services for lands impacted by developmentPursuing innovative cleanup and restoration funding opportunitiesTEAMRCD is entering an exciting phase of growth driven by major grant momentum and expanding partnerships, including close collaboration with NRCS and regional stakeholders.Position OverviewTEAMRCD is seeking a highly motivated District Manager / Project Manager to help lead the District’s next phase of growth. This unique role combines organizational leadership with hands-on project delivery for a major regional wildlife connectivity initiative.This is an exceptional opportunity for a mission-driven professional who thrives in a nimble environment and wants to help build and shape a growing public agency.Key Responsibilities:District ManagementServe as the District’s primary operational leader, advancing Board priorities and ensuring effective day-to-day management of District activitiesManage and oversee District programs and projects to ensure alignment with Board direction, grant requirements, and strategic goalsLead annual and multi-year budget development, monitoring, and fiscal stewardship in coordination with the Board of DirectorsOversee personnel management functions, including supervision, performance management, and support for future organizational growthStrengthen and formalize organizational systems, procedures, and internal controls appropriate to a growing public agencyServe as the District’s primary public interface with partner agencies, landowners, funders, and community stakeholdersActively identify and cultivate new project, funding, and partnership opportunities that advance the District’s missionSupport and facilitate effective Board operations, including agenda development, reporting, and policy implementationRepresent TEAMRCD in regional forums and collaborative initiatives to expand the District’s visibility and impactProject Management — I-15 Rainbow Canyon Wildlife Crossing Manage and advance the District’s I-15 Wildlife Crossing project toward approximately 65% designCoordinate and oversee technical consultants, contracts, and project schedulesSupport grant compliance, reporting, and milestone tracking associated with the wildlife crossing initiativeFacilitate coordination among partner agencies, stakeholders, and technical teamsMonitor project risks, budget alignment, and deliverable qualitySupport environmental review and permitting coordination as applicablePrepare clear project status updates for the Board of DirectorsSupport positioning of the wildlife crossing project for future implementation phasesMinimum QualificationsBachelor’s degree in natural resources, environmental science, public administration, planning, or related field (or equivalent experience)Experience managing complex projects or programsStrong organizational and communication skillsExperience working with grants, public agencies, or conservation programs preferredAbility to work independently in a remote environmentPreferred QualificationsExperience with Resource Conservation Districts, NRCS programs, or similar conservation entitiesFamiliarity with California conservation and environmental programsExperience with conservation easements or land-based mitigationProject management certification or equivalent experienceCompensation and BenefitsSalary range: $135,000 – $155,000 annually, depending on qualifications and experience.TEAMRCD offers a competitive benefits package.This position is grant-funded and is expected to continue through the funding term of 3.5 years, whichever occurs first.Additional RequirementsRemote position; candidate must reside within 45 miles of the District boundarySome regional travel requiredApplications due March 27, 2026TEAMRCD reserves the right to extend the application deadline to ensure a strong candidate poolHow to applyPlease submit the following application materials:Cover letter describing your interest in the position and your relevant experience, particularly with complex project management and work in small or mission-driven organizationsResume summarizing your education, experience, and qualificationsResponses to the supplemental questions belowApplications must be received by March 27, 2026.Interviews are anticipated to be held between April 1 and April 8.The District's preferred start date is May 1.Timeline is subject to change based on recruitment needs.
