This position will serve on major project implementation teams as support to the Director of OPPE for such systems as the Financial System Software (Microsoft D365) and Enterprise Asset Management. This position will also be responsible for researching funding sources and preparing and submitting proposals to a variety of organizations. This position works under the direct supervision of the Director of the Office of Program and Project Excellence.\n\nEssential Job Functions\n\nThe Grants Program Analyst is responsible for the preparation, administration, and oversight of the grants and associated projects.\n\nResponsible for grant milestone reporting\n\nServe as a liaison between OPPE, the finance department and assigned project managers\n\nPrepare local, state and Federal Assistance Grant applications for review and submission\n\nMonitor and track compliance on grant contracts and provide recommendations to promote continued financial and grant compliance.\n\nPresent findings, problems and status updates to the Director of OPPE and other leadership team members as required\n\nUpdate grants in Microsoft D365\n\nPrepare correspondence for internal HRT departments, DRPT and FTA as required\n\nSubmit budget revisions, amendments, and extensions on federal and state contracts in a timely manner\n\nGenerate timely and accurate reports for submission to FTA.\n\nAssist departments with financial assessments of grant projects.\n\nMaintain official grant files, records, and supporting documentation related to federal, state, and local projects.\n\nParticipate in the reporting, planning, development and implementation of new programs associated with reimbursable projects, new service initiatives, special projects, and demonstration programs.\n\nAccurately maintain active grant spreadsheets as required in the shared drive for access by pertinent parties\n\nWork in partnership with the OPPE Director and finance department staff to develop control systems in the Microsoft D365 system for budgeting and accounting for capital projects.\n\nAssist with the development and maintenance of procedures and guidelines for grants administration.\n\nProvides support for other related departmental work as necessary.\n\nMust provide exceptional communication and customer service skills, plus demonstrate ability to perform in a team environment with excellent interpersonal and problem-solving skills.\n\nManage records created and received in compliance with the Hampton Roads Transit Records Management Policy and Procedures.\n\nResponsible for handling all related job responsibilities in accordance to HRT’s Environmental Policy, relevant Safety and Security Procedures, Emergency Management Plan and all HRT’s Policies.\n\nPerform all job duties and responsibilities in a safe manner to protect one’s self, fellow employees, and the public from injury or harm.\n\nPromote safety awareness and follow safety procedures and policies.\n\nPerforms other duties as required.\n\nRequired Knowledge, Abilities and Skills essential to Job Functions\n\nPrinciples and practices of budget formulation, programming, prioritization and administration.\n\nThe proficient use and application of Excel to create detailed and complex documents as needed\n\nFinancial management and project tracking\n\nSuccessfully interpreting and implementing federal, state, and local regulations.\n\nEstablishing and maintaining effective working relationships with colleagues, local, state and federal agencies. Effective communications with other HRT employees and outside agencies is essential.\n\nDemonstrating adequate communication and analytical skills required\n\nMust successfully demonstrate effective oral and written communication as well as attention to detail.\n\nKnowledge of public transit funding and grants administration are a plus.\n\nRequired Software Knowledge and Skills essential to Job Functions\nProficiency in using computer systems and the listed software applications associated with performance of assigned work is essential. Basic problem-solving skills associated with software applications used is expected.
