Because we were established for the purpose of public service and not for profit, we measure our success in the impact of our service.Position SummaryANSER is seeking a Senior Cyber Workforce Analyst to support the Department of Defense (DoD) Chief Information Officer (CIO) at the Mark Center in Alexandria, VA. In this role you will provide subject matter expertise in cyber workforce policy, governance, recruitment, retention, and professional development programs supporting DoD cyber workforce initiatives. In this role you will conduct research and policy analysis, develop recommendations for senior leadership, and help integrate cyber workforce programs into strategic plans and enterprise-level implementation efforts.Day-to-Day ResponsibilitiesConduct research and specialized analysis of DoD cyber workforce policies, plans, and governance processes.Support development, revision, and staffing of DoD Directives, Instructions, and other formal policy issuances.Assist with integrating cyber workforce policy, governance, recruitment, retention, and professional development programs into strategic planning and implementation initiatives.Provide subject matter expertise to review legislative proposals and draft responses or recommendations for the DoD CIO related to the Cyber Excepted Service (CES), cyber workforce policy, and related initiatives.Coordinate policy documents, briefings, and recommendations with DoD Legislative Affairs, Military Services, and other DoD Component stakeholders.Analyze workforce policies and programs to identify opportunities for improvement in cyber workforce recruitment, development, and retention.Develop briefing materials, analytical reports, and policy recommendations for senior DoD leadership.Support cross-component coordination to ensure alignment between cyber workforce policies and broader DoD workforce strategies.Required QualificationsActive Top Secret security clearance with SCI eligibility/adjudicationMaster’s degree in public policy, cybersecurity policy, national security studies, public administration, workforce development, or a related field12 years of relevant professional experience, including experience supporting DoD or federal workforce policy development, cyber workforce strategy, or related governance initiativesDemonstrated experience analyzing workforce policies, drafting policy recommendations, and supporting development or revision of DoD directives, instructions, or similar policy documentsExperience supporting or advising senior leadership on cyber workforce initiatives, talent management programs, or workforce modernization effortsFamiliarity with the Cyber Excepted Service (CES), the DoD Cyber Workforce Framework (DCWF), or related cyber workforce policy initiativesExperience coordinating policy or program initiatives across multiple stakeholders, including DoD Components, Military Services, and legislative affairs officesStrong analytical, written, and verbal communication skills with experience preparing executive-level briefings and reportPreferred QualificationsExperience supporting the Office of the Secretary of Defense (OSD) or similarly senior DoD-level organizationsDemonstrated experience supporting congressional or legislative engagement related to workforce or cyber policyAdvanced Microsoft Word and PowerPoint skills; strong Excel and Outlook proficiencyExperience with Microsoft Teams and SharePoint development and administrationAbility to work independently and manage projects from concept through completionHighly motivated professional capable of managing competing priorities in a fast-paced environmentStrong collaboration skills with experience working across multiple organizations and stakeholder groupsIn compliance with the Americans with Disabilities Act (ADA), if you have a disability and would like to request an accommodation in order to apply for a position with ANSER, please call 703-416-2000 or e-mail Recruiting@anser.orgANSER is proud to be an Equal Opportunity Employer.
