All personnel must undergo and successfully pass, at minimum, a Tier 1 background investigation (or equivalent) and be favorably adjudicated.\n\nPosition Summary\n\nThe Project Manager serves as the single point of contact to the Contracting Officer's Representative (COR) and is responsible for all contractor work performed under this task order. The PM leads a distributed review organization that evaluates cybersecurity plans, waiver requests, and equivalency requests submitted by U.S.-flagged vessels, facilities, and Outer Continental Shelf facilities for compliance with 33 CFR Part 101 Subpart F. This is a designated Key Personnel position; the Government must acknowledge any replacement in writing.\n\nKey Responsibilities\n\nServe as the single point of contact to the COR for all work performed under the task order and remain accountable for the accuracy, completeness, and traceability of every deliverable.\nLead the review organization through two Sub-Project Managers and the Senior SME, Equivalency, including workload assignment, prioritization, and capacity planning.\nDeliver the monthly status report to the COR, including workload metrics by submission type, aging report for open submittals, staffing changes, problems encountered, and observed trends across submittals.\nMaintain a weekly status report available to the COR at any time through a shared digital workspace or direct correspondence.\nLead the Post Award Conference (NLT five business days after award) and the Kick-off Meeting (NLT ten business days after award), and deliver the draft and final Project Plan, including identification of all systems, software, and tools used to receive, process, store, or analyze submittals.\nConduct quarterly status meetings with the COR and be available to meet within three (3) business days of a COR request.\nEnsure that policy-related inquiries are referred to the designated USCG representative and that no contractor personnel establish approval criteria, policy interpretations, or adjudication standards independent of the Government.\n\nRequired Qualifications\n\nBachelor's degree from an accredited university.\nFour (4) years of project management experience.\nTwo (2) years of experience managing projects for the U.S. Federal Government.\nDemonstrated experience managing projects of similar size and scope, including staff supervision, quality control, and deliverable management.\nDemonstrated ability to manage production throughput against fixed turnaround requirements.\nMust disclose, for organizational conflict of interest screening, any current or prior engagement performed for MTSA-regulated vessel, facility, or Outer Continental Shelf facility owners or operators involving cybersecurity plan development, cybersecurity assessment, or related advisory services.\n\nPreferred Qualifications\n\nProject Management Professional (PMP) certification.\nExperience managing high-volume regulatory review, adjudication, or document review programs.\nWorking familiarity with 33 CFR Subchapter H and the maritime regulatory environment.\nPrior experience supporting DHS or U.S. Coast Guard customers.\nExperience leading fully remote teams of ten or more reviewers.\nA cybersecurity certification such as CISSP, CISA, or CGRC.\n\nTechnical Skills\n\nCase management and workflow systems\nWorkload metrics, aging reports, and throughput and quality control reporting.\nQuality management practices for document review at scale.\n\nEducation\n\nBachelor's degree from an accredited university is required.
