This position will be responsible of ensuring the successful delivery of program objectives, quality, compliance, financial performance, and stakeholder satisfaction.\n\nThe Program Manager will lead a multidisciplinary team of Project Managers, technical specialists, analyst, and program support staff, establishing a culture of accountability, collaboration, responsiveness, and continuous improvement.\n\nKey Responsibilities\nProvide overall leadership, strategic direction, and operational oversight for FEMA program management services.\nLead and coordinate Project Managers, technical specialists, analysts, field staff, and other program personnel.\nEstablish and monitor program priorities, milestones, performance objectives, deliverables, and quality standards.\nOversee program scope, schedule, budget, resources, risks, issues, and overall performance.\nServe as a primary senior-level point of contact with the client, COR3, FEMA, contractors, and other key stakeholders.\nProvide program-level oversight of FEMA Public Assistance, disaster recovery, infrastructure recovery, and related grant management activities.\nEnsure compliance with FEMA requirements, federal regulations, contractual obligations, and applicable client policies and procedures.\nReview and oversee program reporting, dashboards, performance metrics, executive briefings, and other management deliverables.\nIdentify and resolve program-level risks, issues, dependencies, and operational challenges, escalating matters as appropriate.\nPromote accountability, collaboration, customer service, quality, and continuous improvement across the program.\nRequired Qualifications\nBachelor’s degree in Engineering, Construction Management, Project Management, Business Administration, or a related field. Equivalent combination of education and experience may be considered.\nMinimum of seven years of progressive program or project management experience, including experience leading complex, multidisciplinary programs.\nDemonstrated experience managing teams, contractors, subcontractors, schedules, budgets, deliverables, and client relationships.\nWorking knowledge of FEMA Public Assistance, disaster recovery operations, federal grant requirements, and program delivery processes.\nDemonstrate understanding of project governance, project controls, risk management, quality assurance, financial oversight and performance management.\nStrong executive-level communication, presentation, negotiation and stakeholder management skills.\nExcellent written and verbal communication skills, including the ability to brief senior leaders and coordinate with diverse stakeholders.\nDemonstrated ability to manage competing priorities and make sound decisions in complex and rapidly changing environments.\nAbility to work under compressed timelines, respond to changing priorities, and support disaster operations as needed.\nProficiency with Microsoft Office applications and project management, reporting and collaboration tools.\nPreferred Qualifications\nPMP, PgMP, or other recognized project or program management certification.\nPrior experience supporting FEMA Public Assistance, Hazard Mitigation, infrastructure recovery, or federal emergency management contracts.\nExperience managing large-scale federally funded programs or portfolios.\nExperience with FEMA Grants Portal, Grants Manager, or comparable grants management systems.\nExperience managing programs involving multiple contractors, consultants, government agencies, and other stakeholders.\nExperience in Puerto Rico, the Caribbean, or post-disaster recovery environments.\nBilingual English/Spanish communication skills strongly preferred.\nCore Competencies\nProgram leadership and strategic execution\nFederal program and grant management\nFEMA Public Assistance and disaster recovery\nProgram governance and performance management\nContract and financial management\nRisk, issue, and change management\nTeam leadership and organizational management\nStakeholder and client relationship management\nData-driven reporting and executive communication\nQuality assurance and compliance\nProblem solving and decision-making\nEthical judgment, accountability, and professionalism\nWork Environment and Travel\n\nThis position may be based in a remote, or client-site environment depending on contract requirements.
