We are committed to empowering our clients through cutting-edge technology and expert support.\nNote: this position requires a background check.\nAbout the Role\nWe are seeking a versatile Applications Developer to join our Data and Information Systems Branch (DIS) team supporting the National Oceanic and Atmospheric Administration (NOAA) / National Marine Fisheries Service (NMFS).\nIn this role, you will help design, build, and maintain mission-critical web applications, APIs, real-time data integration systems, and vendor portals supporting regional marine fisheries monitoring initiatives (including Observer and Electronic Monitoring programs). You will work closely with a collaborative team of developers, data analysts, and federal stakeholders using Agile methodologies.\nKey Responsibilities\nAPI & System Enhancements: Modify existing NEMIS data submission APIs and web interfaces to accept AI-generated Electronic Monitoring (EM) data, updating database schemas to accommodate new AI fields.\nThird-Party Vendor Portal: Build and maintain a secure portal for external service providers to submit EM results and receive automated performance feedback evaluated against curated validation datasets.\nReal-Time Data Automation: Implement automated, real-time listeners for the EM Federal Records API. Build functionality into the FM Portal that notifies providers when a trip becomes a federal record and updates status pages upon successful receipt.\nFeature Development: Update internal tools (such as OTES) to introduce new workflows, including Temporary Field Worker (TFW) functionality.\nFull Lifecycle Software Engineering: Design, test, debug, and maintain web/desktop applications, APIs, and databases in accordance with NOAA/NMFS security standards and IT governance.\nAgile Collaboration: Actively participate in daily Scrums, bi-weekly Sprint planning/reviews, and maintain daily code commits to NMFS GitHub repositories.\nDocumentation & Operations: Write clean, well-documented code, create end-user/technical SOPs, and assist with application troubleshooting, performance tuning, and system maintenance.\nQualifications & Requirements\nEducation & Experience: 4+ years of professional application development experience. A Bachelor’s degree in Computer Science or a related STEM field is highly desired.\nAgile Experience: Demonstrated experience working in Agile/Scrum development environments.\nTechnical Skills:\nStrong foundation in API design, RESTful web services, and database integration (SQL, PL/SQL, Oracle/PostgreSQL).\nProficiency with front-end and back-end web tech stack (e.g., JavaScript, PHP, Python, React/Vue, HTML/CSS, or .NET/Java).\nExperience building automated background tasks/listeners and secure web application portals.\nVersion control mastery using Git and GitHub.\nSoft Skills: Excellent written and verbal communication skills, strong problem-solving capabilities, and a track record of success working within dispersed, cross-functional teams.\nDesired Experience:\nPrior work with marine fisheries data systems, oceanographic data, or scientific monitoring systems.\nHands-on experience with Oracle APEX, cloud environments (AWS/GCP), containerized workflows, or AI data integrations.\nJoin us at TechGlobal where innovation meets impact!
