Experience supporting maritime operations, interdiction missions, or federal operational analysis is preferred. The Project Manager will also ensure findings are clear, practical, and actionable.\nSecurity and Suitability: Active Secret clearance required.\nLocation: National Capital Region (Virginia, Maryland, DC). The primary place of performance will be at the U.S. Coast Guard Headquarters, Douglas A. Munro Headquarters Building, located at 2703 Martin Luther King Jr. Ave, SE, Washington D.C. 20593.\n*** This position is contingent upon award of a contract to Harkcon***\nKey Responsibilities\nManage project scope, schedule, cost, quality, staffing, and risk.\nEstablish clear roles, deliverable ownership, review procedures, and decision authority at project initiation.\nFacilitate direct and recurring engagement with mission sponsors, program personnel, operational stakeholders, and subject-matter experts.\nEnsure relevant assets, capabilities, organizations, and mission drivers are appropriately considered in the analysis.\nDocument Government-directed exclusions, analytical limitations, assumptions, and decisions affecting the analysis.\nPrevent unnecessary scope drift and ensure background research remains directly tied to mission performance.\nConsolidate Government comments, resolve conflicting direction, and minimize repetitive rewrites. Monitor individual contribution and ensure all team members demonstrate initiative and ownership.\nRequired Qualifications\nBachelor's degree.\nLevel II Project Management Certification, or a demonstrated functional equivalent.\nAt least five years of experience managing a portfolio of interrelated acquisition, program management, and analytical projects.\nAt least 10 years of work experience in acquisition, performance management, program evaluation, public management, or closely related fields.\nActive Secret clearance at the time of contract award and ability to maintain the required access throughout performance.\nU.S. citizen or lawful permanent resident, with the ability to read, write, speak, and understand English; must satisfy all applicable background investigation and credentialing requirements.\nExecutive-level communication, analytical judgment, organization, and technical writing skills sufficient to manage high-visibility federal deliverables.\nPreferred Qualifications\nExperience supporting the U.S. Coast Guard, DHS, DoD, or another federal acquisition or mission-analysis organization.\nExperience leading studies involving operational performance measures, capability-gap analysis, alternatives development, and 20-year planning horizons.\nDemonstrated success facilitating cross-functional workshops and briefing senior government leaders.\nExperience managing classified, CUI, SBU, or FOUO work products and distributed government-contractor teams.\nAdditional Details\nThis is a part-time position with expected 1,040 hours annually.
