Job Title: Mobile Navigator- Youth and Family Focused Last updated: January 2026 Reports to: Outreach Program Manager Position Type: Full time (40 hours) Position Description The Mobile Navigator is responsible for support service delivery for unhoused community members in North Whatcom County, in particular families and youth ages 16-24. Identifies and assesses client need, builds trust, makes connections to community services and leverages internal supports available to help visitors meet their needs and goals. Essential Functions and Responsibilities · Provide equitable direct services to community members including triage support for basic needs, resource connection, direct services, goal setting, and other connections. Must be willing to work outside in all weather conditions. · Provide housing navigation, including assessment of current housing, housing search, referrals to housing programs, advocacy and coordination. · Work 1:1 specifically with adults and youth (ages 16-24), providing all above-mentioned navigation supports in a way that is relevant and tailored to the unique needs of this population. · Provide advocacy and follow-up with providers regarding referrals. · Complete any necessary paperwork with clients, including ROIs with other agencies. · Maintain paper and electronic files and maintain clear and accurate case notes in database. Responsible for creating reports as needed and reporting on outcomes for clients. · Employ compassion and strong boundaries to build solid professional relationships with clients and community members that center lived experience and diversity. · Coordinate with FCS staff, including referrals and collaboration with Outreach staff, other Navigators, RC Front desk staff and volunteers, and other staff. · Build relationships with community service providers, businesses, and government entities as needed to enhance referral network. Advocates for clients while maintaining client confidentiality. Understanding of CPS and other family systems preferred. · Support B2S operations, filling in as needed with the various duties of markets or other projects, assisting clients and supporting volunteers. Working assigned shifts at the Ferndale Severe Weather Shelter to provide client support. Supporting other programs as needed and assigned. · Conduct regular case review with supervisor(s) and team and employ a collaborative approach to client problem solving. · Represent the organization in the community. · Actively participate in other projects or duties as assigned. Desired Competencies · Flexibility- Week to week work tasks change depending on client need. The ideal candidate needs to be able to pivot and adapt to changing team, organizational, and case load/client needs. · Safety minded- A strong sense of situational awareness, verbal and non-verbal communication to indicate and (over)communicate safety to team members when in the field. Must be able to work independently but stay strongly connected to team daily. · Community building- An approach to client work that centers being in community with the client- allowing for client-led goals and work while holding healthy boundaries. Education and Experience · 3+ years experience working with people experiencing barriers to self-sufficiency, including people with the lived experience of rural poverty and houselessness, immigrants, returning citizens, etc. · Bachelor’s Degree in Social Work, Public Health, Non-Profit Management or related field or equivalent professional and lived experience. · Experience with and knowledge of local community resources is preferred. · Language skills in Spanish/Russian/Ukrainian preferred. · Experienced in motivational interviewing, client centered service delivery, and trauma informed care. Computer Skills · Strong understanding of MS Office Suite, Teams, G Suite, and cloud computing. · Database and data entry skills. · Social media skills a plus. · Ability to learn new technology and software as related to the job. Physical Abilities Able to safely lift/push/ pull up to 25 lbs., grasp, handle, manipulate items. Able to sit or stand for long periods of time. Able to communicate with others effectively, verbally and in writing; including those who have limited English skills, large and small groups, and individuals. Maintain reliable attendance. Work Environment In-field work environment. Some limited work can be done from home. Noise level can be unpredictable. Frequent interruptions to be expected. Salary range: $52,000-57,000 FTE, DOE. This is a grant funded position.
