Provides assessments of technical and operational practices based on leading industry standards specific to the requested technology.\r\nComplete Description\r\nThe Contractor shall provide an RF Engineer with at least five years of experience working at a Public Safety Answering Point (PSAP). The RF Engineering Consultant will be responsible for working with Land Mobile Radio (LMR) systems, software, and programs. Responsibilities include designing and testing radio code plugs, validating radio and system performance, and evaluating new communication devices.\r\nThe RF Engineering Consultant will perform technical work in the field of LMR and wireless communications system engineering, design, and implementation. Duties include program review, ensuring compliance with licensing regulations, requirements gathering, design review, change management, and final system acceptance. Additional responsibilities include RoIP system engineering and radio code plug design/programming. The consultant will conduct short and long-term planning to meet communication requirements and perform hardware/software analysis to compare performance characteristics within the existing systems environment.\r\nDay-to-Day Tasks:\r\nSupport Motorola subscriber radio updates and tracking\r\nDevelop agency codeplugs\r\nSupport and complete agency programming requests\r\nManage and coordinate encryption and OTAR upgrades\r\nDevelop radio training materials for internal and external users\r\nCreate technical guidelines for radio use\r\nDevelop In-Building Wireless (IBW) approval criteria\r\nReview IBW proposals for compliance\r\nPerform field surveys of BDA installations\r\nTroubleshoot IBW network interference issues\r\nInvestigate IBW network coverage issues\r\nSupport OUC radio operations\r\nContract Responsibilities\r\nAssess technical and operational practices based on industry standards for the requested technology.\r\nPlan, organize, and conduct research supporting IT initiatives.\r\nPerform research using various sources including internet, literature, and media.\r\nAnalyze data and prepare reports for professional use.\r\nSkills and Experience\r\n11-15 years as SME in complex enterprise projects. Required: 11+ years\r\nMaster's degree in IT or related field, or equivalent experience. Required\r\n5 years of experience working in a PSAP. Required\r\n3 years of interoperable radio experience. Required\r\n3 years of Land Mobile Radio experience. Required\r\n3 years of radio network coverage and interference analysis. Required\r\n3 years of RF engineering tools experience, including Wizard and drive test tools. Required\r\n2 years developing fleet maps, code plugs, and programming radios for public safety. Required\r\n3 years managing Motorola User Configuration Manager. Required\r\n3 years troubleshooting wireless systems, including cell, microwave, LMR, UHF.
