Projects may include Construction Task Orders (CTOs), Defense Community Infrastructure Program (DCIP), Defense Economic Adjustment Assistance Grants (DEAAG), Public Schools on Military Installations (PSMI), Military Installation Readiness (MIR), and other IPL/FSRM-related efforts.\nKey Responsibilities\nCoordinate project requirements with end users, 47 CONS, and 47 CES to ensure proper execution of programming, planning, design, construction, and renovation programs.\nTrack planning, programming, grant writing, execution, budgeting, and closeout of assigned non-dFSRM projects.\nPlanning: Meet with stakeholders, submit work task/work order requests in NexGen, research applicable regulations, and identify additional approval stakeholders.\nProgramming: Request project numbers, draft/finalize DD Form 1391s, produce AF Form 9s, generate Class 1/3/5 Independent Government Estimates (IGEs), draft/submit AF Form 813s, draft Statements of Work (SOWs), produce drawings (AutoCAD/Photoshop), develop liquidated damages, generate AF Form 1354s, support technical evaluations and source selection, host site visits, process RFIs/AF3000s, and maintain accurate project files. Deliver complete project packages to 47 CONS within 60 calendar days.\nGrant writing & management: Support identification, securing, and management of external funding, research grants, and interagency resources; serve as liaison with community partners as assigned.\nExecution: Attend kick-off and design review meetings; host stakeholder meetings; perform daily site visits for quality assurance; communicate contract issues to 47 CONS within 1 hour; participate in value engineering; conduct milestone inspections; generate weekly/monthly reports; prepare SOWs for modifications; coordinate utilities and free-zone requests; submit O&M manuals.\nCloseout: Submit as-builts to GeoBase, ensure complete closeout folders, file warranty calls, and conduct post-occupancy inspections.\nPrepare and submit Weekly Activity Reports (by Monday following each work week) covering project status, schedule (including critical milestones and delays), deliverables, awarded contract information, and progress.\nAdhere to 32-series Civil Engineer AFIs, USAF CE Playbooks, Whole Building Design Guidelines (WBDG), and other applicable guidance.\nRequired Qualifications\nMUST BE A US CITIZEN\nBachelor’s degree in engineering, engineering management, project management, construction management, or architecture.\nMinimum of eight (8) years of experience in design, management, or construction on federal projects within the last five (5) years.\nAbility to read, write, understand, and speak English fluently.\nAbility to obtain and maintain a favorable Tier 1 (T1) suitability/fitness determination, Common Access Card (CAC), and base access.\nMust sign a Non-Disclosure Agreement (NDA) before starting work.\nPreferred Qualifications\nProfessional licensure as an Engineer or Architect.\nProject Management Professional (PMP) certification.\nCertified Associate in Project Management (CAPM).\nAutoCAD Certified Associate (ACA) or higher.\nE4Clicks Introductory course certificate (AACE International) or higher.\nRecent experience with NexGen, RSMeans/E4Clicks pricing, and federal construction programming (DD 1391s, IGEs, etc.).\nAdditional Information: Work is performed primarily on-site during normal base operating hours (0730–1630 Central Time, Monday–Friday, excluding federal holidays).
