We are seeking an experienced Acquisition and Procurement Analyst to support federal research programs within the Institute for Telecommunication Sciences (ITS).This role supports program offices and Contracting Officer Representatives (CORs) in developing acquisition packages, managing procurement documentation, and ensuring compliance with the Federal Acquisition Regulation and Department of Commerce policies.Key ResponsibilitiesAcquisition DocumentationDevelop and review complete acquisition packages, including:Statements of Work (SOW)Independent Government Cost Estimates (IGCE)IT Security & Section 508 documentationJustifications for Other Than Full and Open Competition (JOFOC)Contract modifications, option years, and deobligationsEnsure compliance with FAR, DOC, and NTIA acquisition proceduresContract AdministrationSupport CORs with procurement and contract administration activitiesSubmit requisition packages into DOC acquisition systemsMaintain procurement tracking tools and reporting (e.g., spreadsheets)Market Research & PlanningConduct market research to support acquisition strategiesAssist with acquisition planning and vendor identificationSupport IGCE development and pricing analysisProcess ImprovementDevelop and maintain procurement SOPs and workflowsDocument acquisition processes and update as policies evolveAdvisory SupportMonitor changes to FAR, DOC policy, and contracting vehicles (BPA, IDIQ)Brief program teams on acquisition updates and best practicesRequired Qualifications4+ years of federal acquisition or procurement experienceWorking knowledge of FAR and federal contracting processesExperience supporting:Acquisition planningProcurement documentation (SOW, IGCE, etc.)Market researchStrong attention to detail and documentation skillsProficiency with Microsoft Office (Excel, Word, PowerPoint)Preferred QualificationsDAWIA or FAC-C Level II (or equivalent)Experience supporting Department of Commerce or similar federal agenciesFamiliarity with BPA, IDIQ, and other federal contract vehiclesEducationBachelor's degree in business, Public Administration, Acquisition Management, or related field Equivalent relevant experienceJ-18808-Ljbffr
