The Table Facilitator is responsible for guiding discussion and participant engagement at assigned tables or functional groups during seminars, workshops, and tabletop exercises. This role ensures that exercise objectives, scenario play, and core capabilities are addressed through structured discussion while maintaining alignment with the Homeland Security Exercise and Evaluation Program (HSEEP). The Table Facilitator works closely with Lead Facilitators, Controllers, Evaluators, and exercise participants to support effective exercise execution and data collection.ResponsibilitiesServe as a Table Facilitator for seminars, workshops, and tabletop exercises conducted in accordance with HSEEP doctrineGuide discussion at assigned tables or functional groups to ensure exercise objectives and scenario elements are addressedEncourage participation from all table members and manage group dynamics to support productive discussionKeep discussions focused, on track, and aligned with exercise timelines and facilitator guidanceProvide clarification on exercise rules, roles, and scenario information as directed by the Lead FacilitatorSupport scenario flow and inject discussion in coordination with Lead Facilitators and Exercise ControlCapture key discussion points, decisions, issues, and notable observations for evaluator useSupport Evaluators by reinforcing objectives and ensuring relevant actions and decisions are discussedParticipate in hot washes and after-action discussions to help capture key outcomes and discussion themesCoordinate with Lead Facilitators and exercise planners to ensure consistent facilitation across tablesMaintain professionalism, neutrality, and confidentiality throughout the exercise processMaintain accurate notes and records to support after-action reporting and future planningBasic Qualifications3+ years of experience in emergency management or planning rolesDemonstrated experience participating in or facilitating emergency management exercisesWorking knowledge of tabletop exercise structure and facilitation techniquesAbility to guide discussion, manage group dynamics, and encourage participant engagementStrong communication and interpersonal skillsAbility to follow facilitator guidance and adapt to dynamic exercise environmentsFamiliarity with Homeland Security Exercise and Evaluation Program (HSEEP)Must be a U.S. citizenPreferred Qualifications3+ years of experience in emergency management, preparedness, or planning rolesFEMA HSEEP training (e.g., IS-120, IS-130, IS-139, or equivalent)Experience supporting multi-agency or multi-jurisdictional exercisesIncident Command System (ICS) training (ICS-100, ICS-200 preferred)Knowledge of state or local emergency response plans and coordination processesOther RequirementsU.S. Citizenship Required: YesPerformance Location: On-site while on assignment (various locations within the Commonwealth of Virginia)Relocation Assistance: Not applicableClearance Required: NoneTravel Required: Yes - up to 100% while on assignmentWorking EnvironmentThe work environment will include conference facilities, training venues, or Emergency Operations Center (EOC) environments depending on assignment.
