Construction Supervisor

Construction Supervisor Plans, coordinates, organizes, directs, and monitors the work of the construction crew. Responsible for the safe and efficient operation of small and heavy equipment used in site development, utility work, road construction, road maintenance and other construction or maintenance operations. Starting Wage Range: $36.01/hr. - $46.31/hr. Job Summary: Safely and efficiently operates a variety of heavy equipment such as backhoe, bulldozer, excavator, front-end loader, dump truck, log truck, log loader, and other heavy equipment used in excavation, underground utility work and site development projects. Essential Functions: Communicates project status and needs with supervisor. Performs work according to plans, specifications, methods and procedures either in writing or verbally from project leader or supervisor, for each phase of construction for a given project. Responsible for the quality of work in accordance with the standards specified in design documents. Identifies and communicates project needs before they reach critical thresholds. Calmly, tactfully, and effectively communicates verbally with other equipment operators, laborers, supervisory and engineering personnel, inspectors, and suppliers to resolve construction problems and establish appropriate construction means, methods, and materials. Inspects work sites before starting work to identify hazardous conditions and perform tailgate safety briefings with the construction crew. Uses radio and phone communications effectively and efficiently to clarify instructions, communicate problems, and provide updates to supervisor. Inspects construction site daily to monitor progress and ensure conformance to plans, specifications, and construction and safety standards. Effectively provides direction, status updates, and monitoring for road maintenance and construction contractors as assigned by supervisor. Uses basic survey equipment such as a laser level and electronic distance meter to check site work grades, distances and other dimensions to ensure that project specifications are met. Ensures that Tribal Safety rules and Federal OSHA laws governing the project work are followed. Works productively outdoors, in all types of weather conditions, independently and without direct supervision. Participates in analyzing blueprints, specifications, and other documentation. Consults with clients, vendors, subcontractors or other individuals to discuss and assist with formulating estimates of quantities and costs. Marks out excavation areas and calls for utility locates before starting excavation projects, when necessary. Identifies and discusses mitigations for hazardous conditions before beginning work with supervisor and crew. Periodically performs road, culvert, and sign inventories and mapping using data collectors. Periodically replaces signs, posts, and other related road markers as needed and assigned. Responds to questions from managers and supervisors within the Tribe. Refers questions from outside agencies, clients, vendors, and public to supervisor. Manages construction crew supply inventory and ensures needed supplies are on hand. Researches supplies and materials needs and procures supplies as needed. May perform fire suppression work with heavy equipment on prescribed burns and wildfires, which may be local, in other states, or in other counties. Periodically attends safety and instructional workshops or classes to further abilities or work safety practices as assigned by supervisor. Supervisory: Carries out supervisory duties related to identified employees and subcontractors as needed to complete projects in a timely manner in accordance with the organization's policies and procedures. Communicates effectively up and down the chain of command. Responsibilities include, but are not limited to, directing work and addressing complaints and resolving problems among subordinates and identified subcontractors. Provides strong leadership to create a cohesive team atmosphere. Ensures the hiring, training, promoting, assigning, disciplining and discharging of employees are in accordance with Tribal Law, including without limitation, the Tribal Employment Rights Ordinance (TERO). Assures staff adherence to all policies and procedures, work, safety and administrative rule, Tribal Law and State Regulations. Serves as a mentor, as requested, for Tribal career development. Education, Experience, and Licenses: Requires a high school diploma or GED equivalency. Requires Three (3) years of directly related experience in the operation of heavy equipment for road maintenance and improvements, excavation, road construction, culvert installation, underground utilities and other site development projects. Requires two (2) years of lead worker or supervisory experience in the area of excavating/construction. OR equivalent combination of training and experience. Driving Requirements: Employees may be required to drive for work-related purposes and must maintain a valid Oregon Driver's License (ODL), meet company vehicle insurance requirements, and provide proof of personal vehicle insurance. Requires a valid class "A" Commercial Driver's License. Qualifications, Registrations, and Certifications: Ability to obtain a CPR/First Aid Certificate. Required to obtain and maintain a Class 2 Faller's (chainsaw operator) certification. Ability to obtain certification within 6 months of employment under Federal OSHA as "competent person" with regard to excavation and trench safety. Requires past work experience with supervision of employees in road construction and maintenance, water and sanitary utilities, building construction, maintenance, and excavating. Ability to safely and efficiently operate all types of heavy equipment such as, but not limited to, excavators, backhoes, bulldozers, graders, wheeled rollers, front-end loaders, dump-trucks, log truck, and log loaders. Requires basic computer skills. Requires employees obtain and use a personal cell phone to assist with communications between supervisor and others involved with projects. Must possess the ability to calmly and effectively communicate verbally with other equipment operators, laborers, supervisory and engineering personnel, contractors, inspectors, and suppliers to resolve construction problems, establish appropriate construction means and methods and resolve conflicts without disrupting the work of others. Ability to safely and efficiently operate a variety of power tools and hand tools. Ability to effectively present information and objectively discuss merits of competing alternative approaches. Exhibits a positive attitude and commitment to performing quality work. Ability to measure slopes, grades, and distances. Before being assigned to wildfire duty as an equipment operator, the individual must pass the required training and a physical fitness test at the moderate level. Required to wear Personal Protective Equipment to include: Steel toe or non-slip shoes and/or boots, eye protection, hardhat, and back belt when on constructions sites. Must be able to recognize and discuss mitigations for hazardous conditions before beginning work. Requires abilities specific to the operation of hydraulic backhoe/loaders and heavy-duty trucks; have basic knowledge of construction techniques, cost control, and proper scheduling of purchases and work. Ability to operate basic surveying equipment such as a level and compass and the ability to apply and follow Tribal Safety rules and Federal OSHA laws governing the project work engaged in, including the implementation of construction safety and trench safety standards (CFR29 Subpart P). Must be willing to work ten or more hours a day that may include; early mornings, nights and weekends as directed by supervisor. Must be available to respond to emergency work that may include after work hours, on weekends, or holidays. Knowledge of and sensitivity to Native American culture required. Continually requires working with fingers rather than the whole hand or arm. Requires repetitive movement of wrists, hands and/or fingers. Often requires walking or moving about to accomplish tasks. Requires standing and/or sitting for sustained periods of time, raising objects from a lower to a higher position and/or moving objects horizontally. Occasionally requires lifting of up to 50 pounds.
