Job Description
DUTIESResponsible for performing as the Senior Advisor to senior SRNS/DOE/NNSA Management for theexecution,development, implementation, maintenance and accountability of total project controls,financial analysis or estimating applications. Also responsible for providing leadership and advise tomanagement that enables the capability to maintain and improve planning, scheduling, financial analysisand cost control throughout the life cycle of a very complex or unique project or program.*Responsible for providing strategic advice as it relates to performance of highly complex ProjectControl/Financial/Planning & Scheduling activities and/or supervising the overall effort for a project or program. Provides strategicadvice to management towards execution of plans.* Demonstrate creative ability and knowledge in the development of project baseline plans, milestoneschedules, work breakdown structures and spend plans.* Maintains working knowledge of the functionality of Site Business systems and provides advicepertaining to potential improvements.* Responsible for providing technical and administrative direction, coordination, evaluation, training andcoaching to a team of Project Controls/Financial Analysts/Planning & Scheduling specialists.* Develops and delivers training programs in Project Controls/Financial Controls/ Planning & Schedulingsystems and methods* Leads, prepares and presents financial/ project information in appropriate format to Senior/ExecutiveSRNS management.*Conduct considerably complex analysis of issues involving numerous financial and / or technicaldisciplines. Develop innovative alternative strategies enabling the early achievement of milestones.*Act as a business / financial advisor to assigned project management teams, peers, less experienceproject managers and SRS senior management, and external customers.*Perform risk analyses and provide decision authority for defining and approving corrective actions whileestablishing priorities.Develop innovative strategies, plans, and program for new initiatives along with diagnose and resolveproblems of diverse scope and multiple factors are to considered. Consistently demonstrates thoroughunderstanding and application of project controls ,planning and scheduling and financial theory andpractice by routinely and independently performing complex analysis that requires considerableinterpretation and technical expertise including the analysis of fact, application of theory, andidentification of alternatives to resolve complex financial issues. Synthesizing, evaluating, and structuringof complex and often disparate Schedule,Financial, and business issues. The incumbent must be able to work in a well organized mannerand have the ability to analyze complex facts and render decisions using a wide range of procedures.Develop and recommend key strategies for SRS, DOE and external government and private organizationsin support of DOE project controls,Financial Analysis and scheduling objectives. Without access tosupervision develop,plan and recommend appropriate business strategies, and technology to SRNS SeniorManagement as well as to DOE and external organizationsWork Hours: A 40 hour work week is scheduled. SRNS utilizes various work schedules including 5/8s(8 hour/day; five days per week), 4/10's (10 hours/day; four days per week), and 9/80's (9 hours/day, fivedays on week AA and four days on week BB. Work week excludes SRNS holidays. Each workday has30-minute lunch. Overtime will be expected at times to meet deliverables and will be utilized at thediscretion of the Manager.REQUIRED QUALIFICATIONS: EDUCATION & EXPERIENCEQualifications: A Master's degree in business / construction management / technical / engineering or arelated area and 15 years of practical experience. Bachelor's degree(BA or BS) in business / constructionmanagement / technical / engineering or a related area and 18 years of practical experience would beconsidered equivalent. An Associate's degree and 20 years of practical experience would be consideredequivalent. A high school diploma and 22 years of relevant experience would also be consideredequivalent. Possesses strong personal computer skills. Requires expert proficiency in the use of automatedaccounting, cost management, scheduling and estimating systems as tools for performing required duties.Possesses considerable practical experience in the use of the Site Business systemsExperience/Skills: Possesses strong personal computer skills.
