Sharing technology services allows us to offer state-of-the-art technologies and managed services to meet the State's technology goals at volume-discounted rates. DIR contracts with multiple best-in-breed technology vendors, leveraging a Multi-Sourcing Services Integrator (MSI) to provide a single service delivery model for all customers across all vendors. Our shared services model increases service quality for customers through a plug-and-play operating model enabled by standardized processes and tools and reduces statewide costs for shared technology services. This position supports the Vendor Management Office. The mission of the Department of Information Resources' (DIR) Shared Technology Services (STS) Technology department is to:· Achieve the objectives outlined in DIR's sourcing strategy,· Achieve the business value vendors promise during the procurement, such as ongoing service evolution and continuous improvement, and· Provide a unified approach and consistent messaging to vendors across all DIR Stakeholders.So that:· Customer demand and satisfaction are met,· Risks to DIR and the STS program are managed, and· Contract, legal and financial compliance are met.The individual in this role performs highly complex (senior level) program management specialist work. Work is performed under the limited supervision of the Deputy Chief Operations Officer (Shared Technology Services) and the STS Technical Director with considerable latitude for use of initiative and independent judgment.· Reviews and approves vendor Service Management Manual (SMM) technical documents.· Reviews, processes, and approves customer requested technology exceptions to standards.· Provides technical consultation to STS Vendor Managers and Project Engineering staff to address vendor technical performance and process issues.· Evaluates vendor deliverable submissions and directs vendor Service Level Improvement Plans.· Provides technical guidance for infrastructure Service Evolution.· Evaluates technical issues experienced in service delivery and implements corrections with service providers· Assists in resolving customer escalations on technology issues or problems.· Performs other work-related duties as assigned.QualificationsEducation· Graduation from an accredited four-year college or university with major course work in computer science, computer engineering, MIS, or other IT related field.· Additional work-related experience may be substituted for education on a year-for-year basis (High-school diploma required.)Experience and Training Required· Five (5) years of progressively responsible experience in the Information Technology (IT) industry.· Experience managing public and private cloud infrastructure solutions and/or services.Experience and Training Preferred· Experience with strategic initiatives such as Technology Planning, Evolution, Integration, and Automation solutions.· Experience in mainstream as well as emerging technologies associated with IaaS, PaaS and SaaS including competencies such as architecture design, disaster recovery, backup, security, networking, operating and database system management.· Experience managing outsourced vendors providing public or private cloud services.· Experience advising customers on technical issues.· Experience with ITIL process, technology standards, and policy development.Knowledge, Skills, and Abilities· Knowledge of program management theories and practices; systems and procedures used to evaluate program performance; and local, state, and federal laws and regulations relevant to the administration of the program.· Knowledge of mainstream technologies, architectures, and Agile system development methodologies· Knowledge of emerging technologies· Knowledge of change management practices and techniques.· Competency in core technologies, including data center and public cloud infrastructure, open standards, database, and integration technologies.· Demonstration of team-oriented work ethic and ability to work with vendors as a partner.· Skill in project/program management, scheduling, resource allocation, and budgeting; and in the use of a computer and applicable software· Demonstrated ability to work on concurrent tasks while effectively prioritizing and coordinating work assignments.· Ability to think critically; to recognize and anticipate a problem (technical, operational, process, organizational) and to identify and implement the best solution in a timely manner.· Ability to manage multiple priorities.· Ability to work across a diverse group of stakeholders and drive alignment/consensus with stakeholders.· Ability to analyze program-related information and develop plans to address identified issues and risks.· Ability to establish and maintain effective and cordial working relationships at all organizational levels, including agency management, direct supervisors, co-workers, internal and external customers.· Ability to understand, follow and convey brief oral and/or written instructions.· Ability to communicate both verbally and in writing, in a clear and concise manner.· Ability to work independently and as part of a team, and to support and contribute to a cohesive team environment.· Ability to work under pressure and exacting schedules to complete
