The role requires close collaboration with other IT teams, stakeholders, and third-party vendors to deliver cloud-based infrastructure and services that align with organizational goals.\r\nKey Tasks & Responsibilities\r\nProgram Leadership & Governance:\r\nDefine program strategy, scope, schedule, budget, and success metrics aligned with DHS Enterprise Engineering Division (EED) objectives.\r\nMaintain Integrated Master Plan (IMP), Quality Control Plan (QCP), risk register, and cost baseline.\r\nDrive compliance with DHS security, EA, FISMA, Zero-Trust, Section508, and service-level objectives 99.95% availability.\r\nDelivery & Execution:\r\nDirect multiple, concurrent project work-streams covering architecture, engineering, testing, security accreditation, and transition-to-operations.\r\nEnsure all deliverables meet DHS SELC, ITILv4, and PMBOK standards.\r\nOversee Tier-3/Tier-4 escalation processes, change management (ServiceNow), and root-cause analysis.\r\nTeam & Stakeholder Management:\r\nLead, mentor, and performance-manage a cross-functional team of network architects, senior network engineers, and support staff (20–40FTEs).\r\nServe as primary interface to the Contracting Officer (CO), COR, NOSC, and Component CIOs.\r\nPrepare and defend business cases, SOWs, and Basis-of-Estimates for surge, modernization, and cloud-migration efforts.\r\nThis Role Provides Task Support for\r\nDelivering a comprehensive development life cycle program encompassing project management, budget operations, strategic development, and tracking.\r\nLeading a team of network engineers and architects in supporting DHS.\r\nManaging the assessment of network tools, gathering user requirements, identifying missing modules, and evaluating product advantages and disadvantages.\r\nAssisting and providing insights to DHS to ensure effective stewardship is achieved and maintained.\r\nIdentifying and resolving risks, issues, and dependencies.\r\nIdentifying internal and external dependencies.\r\nConducting research and development activities, including product evaluations and comparisons.\r\nUpdating project information on various platforms such as SharePoint, JIRA, and Confluence.\r\nProviding weekly status reports on project progress.\r\nApproving monthly invoices for submission, developing cost summaries at the project level, required as part of the Program Management Report (PMR).\r\nEducation & Experience\r\nMinimum Qualifications (must have):\r\nMaster's degree in Computer Science, Information Systems, Engineering, or related field.\r\n15+years leading large-scale WAN/LAN programs of similar size and complexity (5,500 field sites, 2 or more datacenters/colocation facilities, and 175,000+ users).\r\nPreferred Qualifications\r\n15+years supporting DHS LAN/WAN programs.\r\n10+ years supporting DHS System ATO and C&A activities.\r\nExperience supporting DHS large campus networks.\r\nDemonstrated success leading DHS network-modernization or cloud-migration initiatives.\r\nExperience managing federal government contracts (>$50M).\r\nCertifications\r\nActive certifications required : PMP, CCNP, ITILv4, CISSP, Certified Scrum Master (CSM)\r\nSecurity Clearance\r\nU.S. Citizen with ability to obtain DHS Public Trust / Full-Scope BI.\r\nOther (Travel, Work Environment, DoD 8570 Requirements, Administrative Notes, etc.)\r\nLocation: National Capital Region (primary at DHS HQ/DCAP1); limited travel to DCAP2 and field sites.\r\nSchedule: Core hours 09:00–17:00 ET, Monday–Friday; on-call support for Priority-1 incidents.\r\nTelework: Hybrid (up to 40%).\r\nComputer World Services is an affirmative action and equal employment opportunity employer.
