The ideal candidate has experience managing firm-fixed-price federal IT services contracts, leading multi-site teams, and delivering measurable performance against defined service levels.\nThis position is contingent upon contract award and may require successful completion of customer-specific screening and clearance requirements.\nServe as the single point of accountability for contract performance, cost, schedule, quality, and risk.\nAct as the primary interface to the government Contracting Officer, Contracting Officer’s Representative, and Task Manager.\nDevelop and maintain the Program Management Plan, Staffing Plan, Quality Control Plan, and Communications Plan.\nLead a geographically distributed team delivering cybersecurity, service desk, network, systems engineering, and software development services.\nDeliver monthly status reporting on completed work, performance metrics, staffing, risks, and issues, and lead recurring reviews with customer leadership.\nManage staffing levels and assignments, balance workload across sites, and ensure continuity of support through personnel changes.\nOwn recruiting and retention for hard-to-fill technical and field positions across multiple locations.\nPlan and oversee quality assurance and quality control, including performance measurement, internal audits, and corrective action.\nDevelop and execute the contract transition plan to ensure uninterrupted service delivery.\nManage surge support activation, including scoping, proposals, and securing authorization prior to execution.\nRequirements:\n\nBachelor’s degree in Information Technology, Business, Engineering, or related field (or equivalent experience).\n8+ years leading and supporting teams, including federal IT program or contract management.\nProject Management Professional (PMP) certification.\nDemonstrated accountability for cost, schedule, risk, quality, and performance on a federal IT services contract.\nExperience managing IT service delivery against defined service levels and reporting measured performance to a government customer.\nExperience leading multi-site or geographically distributed teams, including staffing plans and workload balancing.\nExperience leading contract transition or phase-in, including knowledge transfer and continuity of service.\nAbility to obtain and maintain a U.S. Government Public Trust clearance and to work on-site in Silver Spring, MD.\nPreferred Qualifications\nExperience managing firm-fixed-price service contracts where staffing design drives margin.\nExperience across cybersecurity and FISMA, service desk operations, network services, cloud engineering, and software development.\nPrior NOAA, Department of Commerce, or scientific and mission-operations agency experience.\nExperience supporting distributed field operations, including remote and low-bandwidth sites.\nExperience with federal IT acquisition support, including FITARA, independent government cost estimates, and supply chain risk management.\nExperience implementing ITIL-based service management and continuous improvement programs.\nPreferred Certifications\nITIL Foundation or ITIL Managing Professional\nCertified ScrumMaster (CSM) or PMI-ACP\nSAFe Agilist\nLean Six Sigma\nSecurity+\nMicrosoft Certified: Azure Fundamentals\n\nCompany Profile:\nFounded in 1999 and headquartered in Reston, Virginia, Concept Solutions, LLC (CS) is a leading small business in technology, engineering, and management consulting.
