Frequently provides subject matter or functional area expertise in performing technical tasks.\r\nThis position aligns with Cayuse's core values of Innovation, Excellence, Collaboration, Adaptability, and Integrity by fostering technical solutions that meet customer needs, promoting teamwork, and prioritizing quality in deliverables.\r\nResponsibilities\r\nKey Responsibilities\r\nProvides expert advice and guidance to officials on program planning, budgeting, programming, and contract management activities\r\nDevelops, recommends, and provides interpretation and implementation of policies and procedures\r\nIdentifies overall operational efficiencies, risks and achievements and provides analysis on means to reduce risks and improve resource utilization to optimize operations\r\nPlans, organizes, and evaluates contract actions\r\nProvides expert assistance, advice, and guidance in all aspects of the program planning and contracting processes\r\nProvides expert financial and budgetary support\r\nDevelops Out-Year financial plans and budget estimates for supplemental programs\r\nDrafts program plans and performance reports\r\nEstablishes and maintains liaison and serves as the focal point for the coordination and communication with appropriate offices, overseas posts, and U.S. government agencies\r\nOther duties as assigned.\r\nQualifications\r\nQualifications – Here's What You Need\r\nThe qualifications and skills listed below are intended to provide a general overview of the requirements for this position. Candidates should demonstrate flexibility and a willingness to adapt to evolving responsibilities as outlined by the client.\r\nBachelor's degree required, master's degree preferred\r\n20+ years' experience serving as an analyst in planning, developing, coordinating, and conducting analyses for overall operational efficiencies/inefficiencies, program-related trends, effectiveness in achieving planned goals, objectives, and milestones, and effective budgetary/resource utilization\r\nTwo (2) years as a Program Analyst III or equivalent experience\r\nComprehensive knowledge of and experience with Federal contracting and budgeting\r\nExperience identifying complex cross-cutting areas of program requirements and needs in order to address significant organizational concerns\r\nExperience providing expert advice and preparing and presenting controversial reports on program status to senior management officials\r\nExperience applying various laws, regulations, policies and precedents which affect the use of program and related support resources\r\nExperience conducting detailed analyses of functions and work processes; and presenting recommendations for improvements and corrective actions\r\nSecret Clearnce is required.\r\nDue to the nature of work at the client's site, U.S. Citizenship is required.\r\nMust be able to pass a background check.
