Employee in this classification also serves as senior Division organization for strategic planning and project execution.\n\nEssential Functions\n\nDevelops and reviews contracts; manages contracts and contractors.\n\nDevelops, reviews, and submits Executive Summaries.\n\nAssists the Division Director with projects as assigned.\n\nDesigns, develops, and manages special projects for the Division.\n\nLeads section in the preparation of short term and long-range management plans; recommends division goals and objectives.\n\nConducts staff meetings.\n\nMonitors and approves budget expenditures; develops and submits budget for assigned units.\n\nManages, and monitors the development and submission of annual section budget; oversees forecasting of additional funds required for staffing, equipment, materials and supplies; administers approved budget and monitors operational expenditures for budget compliance.\n\nManages, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.\n\nManages scale house(s), weigh systems, and recycling centers.\n\nManages landfill deep injection well operation.\n\nImplement and manage programs for yard waste, C&D, MSW, sludge, organic wastes and the artificial reef program.\n\nEnsures compliance with all applicable codes, laws, rules, regulations, standards, policies and procedures; ensures adherence to established safety procedures; monitors work environment and use of safety equipment to ensure safety of employees and other individuals; initiates any actions necessary to correct deviations or violations.\n\nAssists with development of and implements standard operating policies and procedures; reviews and evaluates work methods and safety practices; updates guidelines according to federal, state or local legislation.\n\nInterprets, applies and enforces the provisions of solid and hazardous waste environmental regulations and other applicable federal, state, and local codes, laws, rules, regulations, specifications, standards, policies and procedures; researches codes/regulations as needed.\n\nInitiates any actions necessary to correct deviations or violations.\n\nResearches best practices and federal, state and local legislation to identify and develop new/innovative hazardous waste and waste reduction programs and policies.\n\nProvides regular inspections of and monitors the environment at the solid waste facilities to ensure compliance with all permits, rules, and regulations; oversees contractual and regulatory compliance while protecting health, safety, and welfare at the solid waste facilities and their surrounding communities.\n\nMeets with public organizations, businesses and regulatory agencies from local, state and federal jurisdictions.\n\nCoordinates with other County divisions regarding solid waste activities\n\nAdditional Functions\nPerforms other related duties as required.\n\nMinimum Qualifications\n\nBachelor’s degree required.\n\nFive (5) years of related experience.\n\nCandidates without a degree should possess four (4) additional years of related experience.\n\nFingerprinting required.\n\nLicenses/Certificates\n\nMust obtain and maintain the Manager of Landfill Operations (MOLO) Certification within twelve months from the date of hire if assigned to Solid Waste Operations.\n\nMust possess and maintain a valid Florida Driver’s License with any applicable endorsement(s) to drive a county vehicle as provided in CMA 5805.\n\nSupplemental Information\nSalary offers above the minimum pay grade may be considered based on qualifications.\n\nEssential Employees may be required to work during an undeclared or declared emergency.
