TITLE: Assistant Superintendent of LearningQualificationsEligibility for Maryland Teacher and Administrator Licensure. Candidate must have Admin I/II and Superintendent I/II.Master's Degree in appropriate field with an emphasis in supervision, administration or curriculum and instruction. Doctorate in School Leadership and Development and or Assessment or related field preferred.A minimum of 5 years of progressive experience in School System Administration; Principal experience is required.A minimum of 5 years of classroom teaching experience is required.Demonstrated leadership ability and knowledge of public education.Demonstrated knowledge of county, state and federal regulations pertaining to public education and administrative services.Experience in budget development and management, inclusive of federal, state, and local grants.Strong interpersonal, collaboration, communication, and conflict resolution skills .Effective planning, organization, progress monitoring, and evaluation skills.Experience in project management, including the ability to deploy resources and manage multiple projects concurrently.Demonstrated ability to improve student achievement. REPORTS TO:Superintendent of SchoolsSUPERVISES: Director of Special Education, Director of Student Services, and all Supervisors of InstructionJOB GOAL: The Assistant Superintendent of Learning will work collaboratively with all members of the Superintendent's Leadership Team to ensure coordinated planning and consistent implementation of the school systems' strategic plan, making certain that programs and priorities are focused on eliminating the achievement gap and improving student achievement. The Assistant Superintendent will provide leadership to communicate system priorities and ensure collaborative work processes to effectively and efficiently utilize resources. The Assistant Superintendent will oversee and monitor the implementation of systemic cross-functional strategic projects such those found in the Kent County Public Schools Strategic Plan and the state Blueprint for Maryland's Future, ESSA Consolidated Strategic Plan as well as all state and local accountability plans. This position will provide direction and support to instructional leadership at schools and central offices paired with progress monitoring to ensure initiatives are leading to high student achievement. The Assistant Superintendent will foster a work environment that is student-focused, data-informed, and results oriented placing priority on student learning and performance. This is an executive level position requiring the highest standards of professional conduct, confidentiality, and ethical practice. The Assistant Superintendent must demonstrate a commitment to equity, excellence, and continuous improvement in the service of all students.Performance ResponsibilitiesStrategic LeadershipLeads the planning, implementation, progress monitoring and the evaluation of systemic strategic projects such those found in the Kent County Public Schools Strategic Plan and the state Blueprint for Maryland's Future, ESSA Consolidated Strategic Plan as well as local and state accountability plans.Leads and serves on cross-functional teams to provide educational and managerial leadership and academic alignment that builds and supports a high performing instructional environment in classrooms and schools.Conducts program evaluations of initiatives as a means of informing the Superintendent as to effectiveness for strategic decision making.Provides support to schools in addressing state and local accountability plans.Develops and maintains clear decision making processes anchored in data-informed evidence, collaboration with stakeholders producing clear priorities and measurable goals.Displays knowledge of both practical and instructional issues of school reform and educational research and analysis.Monitors educational research to support school improvement efforts; fostering the use of high yield strategies through structure such as professional learning communities and job-embedded professional development.Develops, evaluates, and makes recommendations to the Superintendent regarding policies and procedures governing the operation of the schools, special events, special projects, research, evaluation, curriculum and professional development. Teaching and LearningLeads and directs the development of Pre-K-12th grade academic programs.Leads and directs the coordination of student services both academically (Special Education, 504 Plans, English for Speakers of Other Languages, Gifted and Talented) and social-emotionally (school counselors, social workers, community schools).Facilitates the observation of teachers in the classrooms as outlined in the evaluation requirements for professionally certified faculty.Identifies and implements effective teaching and learning policies and practices that maximize educational programs that lead to improved achievement.Reviews, approves, and maintains the Program of Studies and interprets state and local policies related to credit, graduation requirements, and the total instructional program PK-12th grade.Leads and directs professional development that aligns with program and content requirements aligned with adult learning theory for instructional professionals inclusive of pre-service and new teacher induction.Leads and directs all assessments (MCAP, Curriculum Based Assessments, Advanced Placement).Provides direct guidance to principals, assistant principals, Teacher Specialists, and Lead Teachers to ensure strong instructional leadership and effective school management. Budget and Resource ManagementReviews, monitors and evaluates individual office budgets and related grants to ensure planning, allocation and expenditures are aligned with strategic initiatives and that resources are directed appropriately.Provides and distributes instructional and social emotional materials and staff resources to schools; assures their use in the manner and for the purposes intended, and enforces accountability for disbursements and expenditures, working through the Superintendent's Leadership Team.Assist in the preparation and administration of the school system budget.Coordinates, implements and provides direct leadership for select grants such as but not limited to Title grants, Perkins and other federal, state and local opportunities. General Administrative ResponsibilitiesReceives and responds to inquiries, concerns, and complaints regarding issues, programs, policies, procedures in respective areas of responsibility.Serves as the liaison to relevant matters with the Maryland State Department of Education and assists the Superintendent in assuring that state, federal, and local standards and regulations are met.Designated school system Blueprint for Maryland's Future Coordinator.Evaluates the performance of direct reports.Assist the Superintendent in supervision, support and evaluation of school administrators.Assist the Superintendent through collaboration with and support of the Departments of Human Resources, Budget and Finance, Technology, Transportation and Operations and the Office of Communications and Public Relations.Attends all regular meetings of the Board of Education; prepares Board reports, and presents reports to the Board. Serves as a negotiator of the Board.Serves as the second in the line of authority within the school system and therefore provides leadership in the absence of the Superintendent.Performs other duties as assigned by the Superintendent.TERMS OF EMPLOYMENT: This is a 12 month benefited, confidential senior leadership position.SALARY RANGE: $135,000-$145,000BARGAINING UNIT: ExemptFLSA STATUS: ExemptEVALUATION: Performance of this position will be evaluated in accordance with provisions of the Board's policy on Evaluation of Professional Personnel.
