We certify our own treatment foster homes, providing training and support that far exceeds regular foster care settings. Our programs deliver nurturing homes paired with behavioral health services to qualifying youth referred from the Oregon Child Welfare system and Oregon Youth Authority. Our foster parents receive substantial day-to-day support from our entire team. OCPs TFC (Treatment Foster Care) programs address the needs of the whole youth and work with various community partners to ensure their long-term stability.\nOCP is adding a new position to the Behavioral Health Treatment Foster Care Certification Team (BH TFC). The Certification team recruits, trains, and certifies OCP treatment foster parent homes throughout Lane County and in surrounding counties. Working closely with the longtime Certification Program Manager, this position will coordinate all aspects of the recruitment, training and certification process for several foster homes in Lane County. We are looking for a person who is passionate about supporting foster youth and their families, capable of communicating clearly and compassionately, and skilled in problem-solving complex situations\nMinimum Requirements:\nBachelor's degree in human services field and at least 4 years' experience with foster care delivery at an organization. Able to see multiple perspectives of an issue and choose a course of action based on thoughtful analysis, consultation, and reflection.\nPossesses strong communication skills and an ability to hold multiple perspectives while finding a common solution.\nSpecialized training and/or knowledge with historically underserved communities and understands systems of oppression\nExperience with evidenced-based practices and/or training models that promote behavior change.\nJob Duties:\nRecruitment\nDynamically engage with prospective treatment care foster parents in representative community settings.\nFollows up with inquiries from prospective foster parents quickly, with documentation of efforts in our agency tracking system.\nHelps develop recruitment marketing strategies and materials, working with marketing coordinator and program manager.\nIdentifies pathways to promote foster parent retention.\nTraining\nConducts initial foster parent training in accordance with regulatory standards and treatment fidelity, using our TFCO Foster Parent Training Manual and the Trainer’s Manual.\nUpdates those materials as instructed by the treatment foster care experts and ensures clear dissemination of any changes.\nCollaboratively identify additional foster parent training needs using a trauma-informed lens.\nParticipates in ongoing training, distills and conveys that information to foster parents and certification staff.\nCertification\nIn coordination with Certification Manager, the Assistant Manager oversees the entire certification process, including developing a deep understanding of relevant rule sets, clear workflows, and an emphasis on quality improvement.\nCompletes initial comprehensive home studies and again for annual recertification.\nProvides clear and constructive feedback to foster homes when needed.\nConducts monthly foster home visits. Responds to emerging issues with prompt feedback and attention in ways that are respectful, compassionate, and will promote positive behavior change.\nLeadership\nWorks closely with the full BH TFC team to identify emerging issues, make training or coaching recommendations and identify necessary process changes to ensure smooth communication between parties.\nProvides backup support to clinical team leads who are responsible for on-call rotation to foster parents, including some evenings and weekends.\nRepresents OCP and maintains positive relationships with key stakeholders, culturally specific programs, and other community partners, including OYA, ODHS, and Foster Plus.\nEnsures compliance with applicable state, county and other regulations, record-keeping, and documentation across different platforms.
