Build your future with Project Solutions, Inc.\n\nPosition/Project Overview:\n\nProject Solutions Inc. is seeking a Construction Management Representative to support the Government's quality assurance efforts and oversight of pavement preservation construction activities at the HAFE Pavement Preservation Project at Harpers Ferry National Historical Park, Maryland. The selected individual will be responsible for the on-site observation, documentation, inspection, reporting, coordination, and technical support throughout the project's 150-day period of performance.\n\nThis role is contingent upon award of project.\n\nResponsibilities and Duties:\n\nProvide on-site construction management and quality assurance support for pavement preservation activities, ensuring the contractor's Quality Control Plan is implemented and functioning effectively\nMonitor and inspect daily construction operations to verify compliance with project plans, specifications, contract requirements, and applicable safety standards\nPrepare and maintain project documentation, including daily inspection reports, weekly progress reports, photographic records, deficiency logs, meeting minutes, and project correspondence\nReview and track submittals, Requests for Information (RFIs), contractor documentation, and other construction administration items, providing recommendations to the Government as needed\nCoordinate and communicate with the National Park Service, contractor, park staff, Contracting Officer's Representative (COR), and other project stakeholders regarding project progress, issues, and construction activities\nSupport construction meetings by preparing agendas, facilitating discussions, documenting outcomes, and tracking action items and project milestones\nOversee material sampling and testing activities, coordinate with accredited laboratories, and document and report testing results in accordance with project specifications\nAssist with project controls and closeout activities, including schedule reviews, cost estimate support, progress payment verification, punch-list management, and final project documentation\n\nRequired Education, Knowledge and Skills\n\nEducation/Certification:\n\nEducation and/or professional qualifications related to construction management or heavy civil construction\nActive professional registration and/or relevant construction-related certifications\nOSHA 30-Hour Construction Safety Training required\n\nExperience:\n\nMinimum 5 years of experience with the three phases of on-site control\nExperience providing construction management and inspection services on construction projects\nExperience with pavement preservation activities, including chip seal, slurry seal, and asphalt paving work\nKnowledge of earthwork, storm drainage, and heavy civil construction projects\nExperience with asphalt pavement sampling, testing, inspections, and quality assurance/quality control processes\nExperience reviewing and processing submittals, RFIs, change orders, field reports, and project documentation\nExperience working with Federal Government Project Managers and Contracting Officer's Representatives (CORs) during construction projects\nExperience coordinating resource protection measures to minimize construction-related impacts to natural and cultural resources\n\nKey Attributes & Skills:\n\nStrong knowledge of pavement preservation and asphalt paving practices, including chip seal and slurry seal applications\nAbility to monitor construction activities and verify compliance with project plans, specifications, and quality requirements\nExperience with construction documentation, reporting, and recordkeeping, including daily reports, meeting minutes, and project logs\nKnowledge of material sampling, testing, and inspection processes for asphalt and pavement-related work\nStrong written and verbal communication skills, with the ability to coordinate effectively with contractors, project teams, and Government representatives\nExperience reviewing submittals, RFIs, change requests, and other construction administration documents\nProficiency with Microsoft Word, Excel, Teams, Project, and other project management and scheduling software\nKnowledge of construction safety requirements and commitment to maintaining a safe work environment\n\n What Does PSI Offer You?\n\nThree options for medical plans plus dental and vision insurance offerings\n24/7 healthcare access to telehealth services for your convenience\nHSA\nCompany life insurance options for you and your family\nShort-term and long-term disability offerings\nPLUS an $800 monthly allowance is provided to offset your PSI insurance premium costs\n401(k) with a 4% employer match\nGenerous PTO, paid-federal holidays, and sick leave\nAlways the opportunity for professional development\n\nThe information contained herein is not intended to be an all-inclusive list of the duties and responsibilities of the job, nor are they intended to be an all-inclusive list of the skills and abilities required to do the job.
