Responsibilities include supporting Electronic Content Management (ECM) systems, developing electronic document workflows, business rules, and retention schedules in line with IT security policies.Candidates must be self-motivated, team-oriented, able to work with limited supervision, and responsive to priority tasks. Strong interpersonal skills are required to engage collaborators across all organizational levels.ResponsibilitiesParticipate in a team to support remote workforce initiatives and a paper-less environment.Develop, implement, and maintain fillable forms in OpenText LiquidOffice, integrating with agency systems for data collection.Create automatic workflows to route and track approvals, collecting data and improving efficiency and accuracy.Design architecture, configuration, writing, testing, and documentation for complex programming tasks.Ensure maximum system uptime and perform problem diagnosis, isolation, and resolution.Monitor system capacity, plan and execute disaster recovery procedures, and provide Tier-2 technical support.Assist the LiquidOffice system administrator with administrative support and backup.Collaborate with the Enterprise Applications Director and ECM Section Manager to prioritize and schedule workload, implementing IT standards and procedures.Develop and enforce document retention schedules, document import processes, and integration with Microsoft Active Directory.Maintain code in the Tortoise SVN repository and produce system documentation.Coordinate with the Record Information Management System (RIMS) team to modernize agency forms tracking.Plan, organize, review, and implement project milestones to completion.Adhere to information technology application development standards, security requirements, and agency policies.Qualifications & SkillsRequired:3+ years of experience with form designs, automation, workflow, and processing in E-Forms solutions.3+ years of experience administering an E-Form system.3+ years of experience with common electronic document formats.3+ years of experience with document import processes.3+ years of experience with document setup and workflow into EDM systems.3+ years of experience with Microsoft Active Directory.3+ years of experience with Microsoft SQL databases.Strong problem-solving skills and ability to work independently and as part of a team.Excellent communication and documentation skills.Preferred:Additional experience with enterprise application integration and security policy design.Education & CertificationsBachelor's degree in a relevant field of study or equivalent work experience.No required certifications.Additional InformationWork schedule: 40 hours per week, flexible hours may be required outside traditional business hours for production rollouts. Remote work is possible (3 days onsite, 2 days remote). All code and outputs become the property of the South Carolina Department of Public Health.
