This position ensures the administrative and operational human resources services are responsive to city needs.\n\nEssential Duties\n\nThe following are intended to describe core work functions of this classification. While the level and broad nature of essential duties may not change, specific work tasks may vary over time depending on the city's needs.\n\nRecommend, develop, and communicate citywide human resources policies, regulations and practices.\nAdministration and management of the city’s personnel rules.\nPlan and implement human resources short-term and long-term goals for continuous improvement.\nDevelop and implement departmental rules, regulations, policies and procedures for the effective functioning of the department.\nDirect employees engaged in recruitment and selection, employee retention, employee relations, job classification and compensation administration, employee benefits, employee performance, training and development, wellness and employee engagement.\nAdministration of employee benefits which may include benefit options, premium rate recommendations, and Request for Proposals (RFP) for medical, dental and vision.\nConduct and/or facilitate employee investigations.\nAdvise Deputy City Manager on human resources trends and issues.\nPosition classification and compensation administration including classification and compensation studies and implementation recommendations.\nPrepare and monitor department budget; monitor expenditures ensuring effective and efficient use of budgeted funds.\nRespond to requests for information from elected officials, internal departments, citizens, and/or other applicable parties; respond to and resolve confidential and/or sensitive inquiries, issues and concerns.\nFacilitate meetings with staff, internal departments, committees and/or other applicable groups. Participate in city leadership meetings.\nSupport the city’s policies, goals and objectives and work with management and other staff to ethically achieve such goals; ensure compliance with safety procedures.\n\nMinimum Qualifications\n\nEducation and Experience\nGraduation from a college or university accredited by an agency recognized by the U.S. Secretary of Education or Council for Higher Education Accreditation (CHEA) with a bachelor’s degree in Human Resources, Public Administration, Business Administration, or related field and seven (7) years full-time paid professional experience in responsible administrative or managerial positions to include three (3) years supervisory experience, or an equivalent combination of education and experience.\n\nSupplemental Information\n\nKnowledge\n\nApplicable city code, ordinances, rules and regulations, and local, state, and federal laws relating to human resources.\nBudgeting and financial principles.\nThe principles and practices of effective administration with particular attention to strategic planning, organizing and directing comprehensive administrative programs.\n\nSkills\n\nSetting goals and objectives and creating and implementing appropriate processes for their achievement; coordinating multiple and diverse activities and applying principles and practices of human resources.\nSupervisory and management experience including communicating effectively, team building, problem solving, and dealing professionally with controversial issues.\nInterpreting and applying complex principles, methods and practices related to human resources.\nSolving issues and making sound decisions.\nUsing general software applications such as Microsoft Office, automated Human Resource Management Systems (HRIS), and recruitment/onboarding software.\n\nPre-employment Requirements\nCandidates who are selected for appointment may be fingerprinted, if 18 or older; successfully complete a background investigation, employment verification and may be subject to a drug/alcohol test, medical, polygraph and/or psychological evaluation. Candidates who are appointed will be required to possess a valid driver’s license to operate a vehicle in Arizona or meet the transportation needs of the position.\n\nPhysical Demands and Work Environment\nWork is performed in a standard office environment. May require frequent sitting and continuous operation of a personal computer. May be required to perform a full range of motion with lifting and/or carrying items weighing up to 25 pounds.
