The omission of specific statements does not preclude management from assigning specific duties not listed herein if such duties are a logical assignment to the position.)\n\nSupports the development of new in-house software applications and enhancements for existing in-house applications that meet business requirements.\n\nWorks with business function managers, users and ITS staff to assist in the development of business requirements and analyze/model current and proposed information and business process flows.\n\nSupports system designs, including functional specifications, design specifications and product deliverables related to projects and assists in post implementation support and enhancement of systems.\n\nProvides editing, mapping and spatial analysis services, and generates cartographic products and reports.\n\nProvides technical expertise through training and demonstrations to support County personnel in the implementation of GIS through the use of ESRI GIS software.\n\nMonitors, reviews and leads the maintenance of base maps and GIS backbone to determine accuracy and completeness.\n\nAssists in architectural design of systems and new technologies.\n\nUses project management skills to assure on-time delivery of solutions.\n\nAssists in the re-engineering of system and business-related processes.\n\nAssists in the management and maintenance of all production and nonproduction software application systems, including development, upgrades, support, reporting and administration.\n\nMonitors systems for resource utilization and provides ongoing trend analysis for determining current need and forecasting future resource requirements.\n\nProvides recommendations for upgrade paths based on compliance issues, vendor technology roadmaps, business trends and business processing requirements.\n\nAssists in the development of standards, policies, configuration guidelines and procedures for software application systems.\n\nPerforms system reporting and query development, develops system documentation, performs on-call systems maintenance, systems migration, arranges or provides training for system users.\n\nDesigns and codes programs; evaluates, debugs, documents and implements purchased programs.\n\nProvides written and oral reports of activities to management, users and consultants; participates in post-implementation reviews, revisions and acceptance decisions.\n\nPerforms software design and development, unit testing, performing design and code reviews and development of technical documentation.\n\nPerforms system analysis, code modifications and functional testing to troubleshoot application production issues.\n\nPerforms work related to this job description as required\n\nKNOWLEDGE, SKILLS AND ABILITIES:\n(Note: The knowledge, skills, and abilities identified in this class specification represent those needed to perform the duties of this class. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.)\n\nKnowledge relational database management software such as ORACLE and SQL databases.\n\nKnowledge of and technical proficiency in specific areas of the current development technologies (Microsoft development platforms and tools, SQL, PL/SQL, Python, JavaScript, HTML, CSS, XML, JQuery, AJAZ, JSON, TOAD, Crystal Reports, SSRS and RTF Reports)\n\nComprehensive knowledge of ESRI software products.\n\nSkilled in perform spatial analysis and creating maps with GIS software.\n\nAbility to provide GIS technical support to internal and external County clients.\n\nSkill in analyzing end-user problems and identifying solutions.\n\nSkill in the use of software applications with emphasis on web based, hosted and client/server architectures.\n\nAbility to quickly master new technologies as needed.\n\nAbility to communicate effectively orally and in writing, maintain good working relationships, exercise initiative and sound judgement and take the lead in coordinating and organizing end user activities\n\nEDUCATION and/or EXPERIENCE:\nBachelor’s degree in Computer Science, Information Technology, Business Administration, Geography, Geographic Information Systems (GIS) or related area and three (3) years of experience with a wide variety of computer platforms, software and systems applications and relational data base management systems.\n\nAdditional qualifying education and/or experience which provide the necessary knowledge, skills and abilities may be substituted one for the other on a year for year basis.\n\nCERTIFICATES, LICENSES, REGISTRATIONS:\nMust possess a valid Florida Driver’s License\n\nPHYSICAL DEMANDS:\nThe physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
