As a Learning Designer and Developer (IDD), you independently assess, design, develop, and maintain learning solutions that support the adoption of a large-scale Federal electronic healthcare program. This role translates complex workflows into effective, blended learning products that support workflow adoption and facilitate performance-based outcomes that are aligned with the client’s operational needs.\nKey Responsibilities\nConduct learning needs assessments and analyze training requirements.\nIdentify appropriate instructional design (employing industry standard learning theories and adult learning principles), strategies, and delivery modalities.\nDesign, develop, and maintain blended learning solutions, including, but not limited to assessments, job aids, performance support, eLearning/CBT, ILT/vILT materials, source materials (e.g., Patient Data Profiles), learning asset conversions, and webinars.\nCreate and maintain curriculum and learning assets employing subject matter expertise and applying evaluation and deployment of data and stakeholder and SME input.\nSupport continuous, virtual training events and site-based deployments.\nEnsure learning products meet Section 508 requirements and quality standards, and organizational compliance policies for all learning solutions and LMS deployments; support the resolution of technical issues as they arise.\nEmploy AI across the learning product lifecycle to increase learning product effectiveness, operational efficiency, and productivity.\nCollaborate with project teams, trainers, facilitators, and leadership in Agile environments.\nEffectively communicate with stakeholders to inform them of sprint and learning product updates, including but not limited to content, functionality, and workflows.\nBuild and manage effective relationships with internal and external stakeholders and SMEs to align learning solutions with project and client goals.\nRequired Skills\nIntermediate instructional design (e.g., ADDIE/SAM) and development across learning solutions.\nLearning needs assessment and analysis for complex workflows.\nStrong working knowledge of learning theories and adult learning strategies.\nLearning modality selection and blended learning design.\nIntermediate stakeholder and SME collaboration and communication expertise.\nDeveloping proficiency in the development conversion of learning assets (i.e., Captivate to Articulate Storyline).\nPractical use of AI to enhance learning design, delivery, and efficiency.\nProficient in designing and developing learning products that meet Section 508 requirements and quality and compliance standards.\nModerate experience conducting Section 508 audits and remediation for digital learning content.\nModerate experience with Articulate Storyline, Captivate, SharePoint, JIRA, and Confluence.\nQualifications\nBachelor’s degree in Instructional Design, Education, Learning Technologies, or related field, or equivalent experience.\nAt least 4 years of combined related work experience and completed higher education, including: instructional design, adult learning principles, Section 508, supporting learning solution programs, preferably for health care information technology (HCIT) with a major healthcare organization or large-scale IT transformation project.\nExperience working in regulated or federal environments preferred.\nSTRONG preference for candidates with Cerner Solution experience-Millenium, First Net, Pharm Lab, etc.\nMust be U.S. citizen and be able to obtain a Public Trust clearance.\nNOTE: While very little travel-up to 25%, candidate must be willing to travel when required.\n\nPlease see above.","company":"Oracle","rawCompany":"oracle","city":"Denver","state":"CO","isRemote":false,"isActive":false,"createdAt":"2026-08-14T14:19:55.021Z","occupations":[{"code":"13-1151.00","title":"Training and Development Specialists","slug":"training-and-development-specialists"},{"code":"25-9031.00","title":"Instructional Coordinators","slug":"instructional-coordinators"},{"code":"11-3131.00","title":"Training and Development Managers","slug":"training-and-development-managers"}],"industries":[{"code":"611430","title":"Professional and Management Development Training","slug":"professional-and-management-development-training"},{"code":"541512","title":"Computer Systems Design Services","slug":"computer-systems-design-services"},{"code":"611710","title":"Educational Support Services","slug":"educational-support-services"}],"jobPosting":{"@context":"https://schema.org","@type":"JobPosting","title":"Learning Designer & Developer","description":"Learning Designer & Developer\nRole Summary\nJoin a high-impact Agile team supporting one of the nation’s largest electronic healthcare modernization programs.
