Overview: Toba Consulting is seeking an experienced Power Markets Program / Operations Lead to support a client transitioning from participation in the Energy Imbalance Market (EIM) to the emerging Markets+ framework. This role will focus on coordinating program activities, aligning stakeholders, and helping translate evolving market structures into clear operational readiness plans. The position sits at the intersection of market operations, program delivery, and cross-organizational coordination. The selected individual will help guide planning, governance, and execution efforts needed to prepare the organization for Markets+, while supporting leadership in navigating regulatory, operational, and organizational impacts associated with the transition. Key Responsibilities • Lead program coordination and readiness efforts associated with the transition from EIM participation to the Markets+ framework Lead Markets+ readiness efforts, including program coordination, process design, stakeholder alignment, and implementation planning Familiarity with Western energy market initiatives such as WRAP, SLICE, or other regional coordination efforts is a plus Monitor regional market developments and ensure program alignment with emerging Western market structures and initiatives Partner with generation, transmission, and trading teams to ensure seamless integration between market participation and system operations • Translate market rules and evolving regulatory requirements into actionable business processes and operational procedures • Support development of governance structures, decision frameworks, and program roadmaps tied to market participation • Identify risks, dependencies, and change impacts associated with market transitions, and work cross-functionally to mitigate them • Provide regular updates to leadership, including status, risks, and key decision points Qualifications • 5+ years utility program management • 3+ years experience working within wholesale power markets, preferably with exposure to EIM, Markets+, or similar organized markets • Familiarity with Western energy market initiatives, including WRAP and regional coordination efforts • Strong understanding of utility operations, including generation, transmission, and/or energy trading • Experience supporting large-scale programs or initiatives with multiple stakeholders and regulatory considerations • Ability to translate complex market constructs into clear operational impacts • Strong communication and stakeholder engagement skillsMust be eligible to work in the United States
