This individual will lead complex CMS initiatives involving software design, development, modernization, operations & maintenance (O&M), analytics, and digital transformation efforts.The ideal candidate will have experience managing enterprise-scale federal contracts valued at $80M+ with large cross-functional teams of approximately 90+ personnel, while driving delivery excellence, stakeholder engagement, operational performance, and compliance with CMS standards.This role requires a strong blend of program leadership, federal healthcare experience, Agile/SAFe delivery expertise, and the ability to manage highly visible client relationships in a fast-paced federal environment.Key Responsibilities:Lead end-to-end execution and delivery of complex CMS programs, ensuring performance, quality, compliance, and customer satisfaction.Manage large-scale federal contracts involving software design, development, modernization, integration, and O&M support services.Oversee program scope, schedule, staffing, financials, risks, and deliverables across multiple technical and operational workstreams.Manage geographically distributed teams of approximately 90+ personnel, subcontractors, and partner organizations.Serve as the primary interface with CMS leadership, contracting officers, CORs, and partner stakeholders.Drive execution across key CMS solution areas including:Program integrity and fraud analyticsData and analytics platformsApplication development and modernizationCloud, digital transformation, and platform modernization initiativesEnsure adherence to CMS governance, reporting, lifecycle frameworks, security, and compliance requirements.Lead Agile/SAFe program delivery practices across engineering and operational teams.Establish and maintain program performance metrics, executive reporting, and continuous improvement initiatives.Support business growth through proposal support, capture activities, transition planning, and strategic client engagement.Foster collaboration across technical, operational, QA, security, and business teams to ensure successful delivery outcomes.Required Qualifications:10+ years of experience managing large-scale federal IT and healthcare technology programs.Direct experience supporting CMS programs and initiatives (required).Proven experience managing enterprise federal contracts valued at $80M+ with large cross-functional teams.Demonstrated experience managing software design, development, modernization, integration, and O&M programs.Strong understanding of CMS organizational structures, delivery environments, and stakeholder management.Hands-on experience leading Agile delivery programs using SAFe methodologies.Experience managing subcontractors, distributed delivery teams, and multiple concurrent workstreams.Strong client relationship management and executive communication skills within a federal environment.Experience with federal compliance, governance, reporting, and delivery frameworks.Bachelor's degree required; master's degree preferred.PMP certification required.Agile and/or SAFe certifications required.Preferred Qualifications: Experience supporting CMS programs such as:Program Integrity / Fraud AnalyticsMedicaid / MMIS / data platformsMarketplace / Eligibility systemsHCQIS or related CMS portfoliosExperience working with leading CMS prime contractors and integrators.Experience supporting federal proposal development, capture efforts, and transition activities.Knowledge of cloud modernization, DevSecOps, and enterprise data platforms.What Success Looks Like:Successful delivery of large-scale CMS programs on time, within scope, and within budget.Strong executive-level client relationships and high customer satisfaction.Effective leadership and coordination across large cross-functional teams and stakeholders.Delivery excellence that drives repeat business and supports organizational growth.Continuous improvement in operational efficiency, quality, and program performance.Compensation:The expected compensation range for this position is $150,000 – $230,000 annually. Compensation is determined in good faith and may vary based on job-related factors, including relevant experience, skills, education, certifications, clearance level, labor category alignment, contract requirements, work location, internal equity, and business needs.The posted range reflects the Sky’s reasonable estimate at the time of posting and does not guarantee a specific salary or rate.
