This position leads the development and implementation activities and programs to meet the sites needs to ensure a competent, compliant, and high-performing workforce that supports safe, reliable, and efficient plant operations. Provides oversight and direction to the Training Department at the Complex. This is a salaried, exempt, day shift position. It is designated as a Safety Critical Role.\n\nResponsibilities include:\nResponsible for development and delivery of site learning initiatives which are aligned to site goals and objectives\nDevelop, coordinate and implement technical training and skills development processes and programs in line with regulatory requirements and the site’s strategic business goals\nOversee and ensure the new hire onboarding process is in place\nPerform needs analysis and contribute input to the site training plan\nOwnership of LMS strategy, reporting, and continuous improvement\nUse of training data to drive decisions (completion rates, competency gaps)\nResponsibility for maintaining audit-ready training records\nCoordination during internal/external audits\nTracking and updating regulatory training requirements\nManage and lead the site Technical Trainers, SHE Trainer and LMS Administrator to provide support and guidance to ensure training needs are met\nEnsure compliance of all technical training and development activities and processes with standards, policies and regulatory requirements\nManage, develop and oversee onsite certification processes\nAnalyze metrics, feedback and overall training process and recommend improvements\nMentor and develop training personnel and SME’s in material development and delivery\nOversee and coordinate all site training events with the LMS Administrator and other site personnel\nContribute to the development of training policies and procedures and assist with local application\nSource external training, learning and development resources and providers to support delivery of training and development plans and programs\nPartnership with leadership to build succession pipelines for critical roles\nDrive SHE training targets and demonstrate improvements for employees and contractors\nMust adhere to the INEOS Pigments Process Safety & Behavioral Safety Principles and Life Saving Rules.\nOther duties as assigned.\n\nAbout You\n\nYou should possess:\nMinimum 10 years’ experience and knowledge in training, learning and development with a minimum of 3 years in a specialist field\nBachelor’s degree in business, Adult Education, or related preferred (associate’s degree with professional training qualification with 10+ years of relevant experience in the chemical industry considered on an exception basis)\nKnowledge of learning and development processes, educational and accreditation structures\nKnowledge of competency-based evaluations\nSound knowledge and experience of program design and delivery using a wide range of delivery methods, including e-learning, blended learning and action learning techniques.\nProven coaching and facilitation skills\nExperience preferred in LMS systems, Training Software Programs and MS Office Products\nKnowledge and experience of delivering effective Professional and/or Leadership learning and development programs\nDemonstrated experience developing and implementing competency-based technical training programs in a high-hazard, regulated manufacturing environment, with direct linkage to process safety, regulatory compliance, and operational performance.\nTraining certifications such as DDI, Zenger Miller or Train-the-Trainer desired\nDirect experience building or managing training tied to:\nOSHA (especially PSM if applicable)\nEPA / environmental compliance\nFamiliarity with:\nRequired training matrices\nAudit expectations\nDocumentation standards\nSchedule/Hours\nThis is a salaried exempt, day shift position.\n\nOur Ashtabula, Ohio Complex,
