The class is responsible for monitoring construction to ensure compliance and completion of contractual requirements. The class works within broad policy and organizational guidelines; reports progress of major activities through periodic conferences, meetings and detailed record keeping.Essential Job FunctionsCoordinate the efforts of all parties involved in the project, which include the architects, consultants, and Contractors. Monitors progress of both design and construction services. Prepares observation reports relating to all aspects of design and construction projects to ensure that all specifications and regulations are being followed.Coordinates routine site inspections; assists with substantial completion, final inspection and warranty repairs to projects.Assists in the approval process of requisitions and payments to architects, engineers, contractors, and other contracting parties.Maintain strict adherence to the budgetary guidelines, quality and safety standards.Tracks and enforces construction schedule and associated costs to achieve completion of project within time and monies allocatedReview and approve all pay applications for project consultants, designers and contractors.Ensure that actual and pending expenditures do not exceed the budget and devise, track and evaluate a project cash draw down schedule.Develops a cost-effective plan and schedule for completion of project following a logical pattern for utilization of resources.Supervises or leads others by determining work procedures, assigning duties, maintaining harmonious relations, and promoting efficiency.Supervises Public Works utility inspectors, reviews their reports, checks on any reported difficulties, and corrects any safety violations or other reported deficiencies.Communicates to owners and project design professionals about progress and any necessary modifications of plans that seem indicated. Uses advanced mathematical concepts and models in experimental design.Reads professional literature and technical manuals; presents to groups of employees, other public and private groups; write manuals and complex reports.Performs professional level work requiring the application of scientific, engineering, accounting, or legal methods in the solution of technical, administrative, or legal problems; requires extensive understanding of operating policies and procedures and ability to apply these to complex problems; or the coordination of sub-professional work in these disciplines; requires continuous, close attention for accurate results and frequent exposure to unusual pressures.Must possess excellent decision making and problem-solving skills. Minimum RequirementsRequires six (6) years or more of project management work experience. Requires Bachelor's degree from an accredited college or university with major course work in engineering, construction management, public administration or a related field and two (2) years of directly related work experience; or equivalent combination of training and experience which provides the required knowledge, skills and abilities.Requires a valid State of Florida driver license and satisfactory driving record as a condition of initial and continued employment.Project Management Professional certification is preferred.Special skills or equipment certification may be required.Health Insurance: Health Insurance is effective after 90 days of employment. Employee Wellness Center: Free to employees, dependents, and retirees who are enrolled in the City's health insurance. The EWC provides free onsite Health Risk Assessments, doctor appointments, basic lab work, and some generic prescriptions. Retirement: A (401A) non-contributory defined contribution pension is provided for general employees. The City contributes 5%.Certified Police employees join the Chapter 185 Plan which requires employees contribute a predetermined percent into the plan. Certified Fire employees participate in a plan which exceeds the requirements of Chapter 175 and which requires employees contribute a predetermined percent into the plan. All employees may elect to tax defer an amount allowed by the IRS to a 457 deferred compensation account Life Insurance: $50,000.00 policy - 50% at age 70 for general employees, police and fire - 100% premium paid.Bereavement Leave: 24 hours of leave with pay.Holidays: 11 paid holidays. PTO Sell Back program: Employees are eligible to sell PTO time back to the City, a maximum of 2 times per fiscal year for a total of 160 hours. Employees can only sell back as much PTO time as they have actually used in the previous 12 months. Employees covered by a CBA may sell time a maximum established by their written bargaining agreement. Computer Purchase: The City will finance the employee's purchase of an approved computer system up to $1,000.00. Total of loan divided by 39 payroll deductions. Fitness Programs: The City will pay 50% payment of the monthly fee for the employee and spouse for one fitness center each. Participating centers are: Not the Norm Crossfit, Planet Fitness, Anytime Fitness, and Infinity Fitness.
