It is a one-year contractual position with the opportunity to work long term. The Kent Conservation District, a governmental subdivision of the State of Delaware, is seeking applicants for the contractual services position of Environmental Specialist III with the Delaware Department of Natural Resources and Environmental Control (DNREC), Division of Watershed Stewardship’s Beach Preservation Regulatory Program. The selected Environmental Specialist III will review and evaluate complex permit applications for compliance with coastal construction regulations, and then prepare permits for approval by supervisors. The incumbent is expected to independently conduct field inspections for the purpose of compliance with permit requirements for permitted projects and enforcement of the provisions of the regulations. When violations are found, the incumbent will make recommendations for actions on violations of permits and coastal construction regulations. The incumbent will make recommendations and provide guidance for action related to permits or coastal construction regulations and communicate with the affected parties. Outreach materials such as documents, displays and presentations related to the program will be prepared by this position. The incumbent will be responsible for providing technical assistance and recommendations to property owners, contractors, engineers, architects, and local governments regarding all phases of coastal construction activities, regulatory matters, dune and beach maintenance and related coastal hazards. The incumbent will be expected to represent the Division in meetings with federal, state, local agencies, and stakeholders and assist in developing draft coastal construction regulatory and enforcement policies and regulation revisions. JOB QUALIFICATIONS: 1. Possession of a bachelor’s degree or higher in Environmental Planning, Biology, Environmental Science, Natural Science, Architectural History/Historical Preservation, Archaeology/Anthropology, or related field. 2. Two years’ experience in performing environmental specialist work which includes the analysis and assessment of environmental and/or cultural impacts of projects and/or programs. 3. Two years' experience in analyzing and evaluating data. 4. Two years’ experience in technical report writing. 5. Two years’ experience in ensuring compliance with environmental laws, rules, regulations, standards, policies, and procedures. 6. One year experience in environmental project management which includes planning, developing, implementing, managing, and evaluating environmental projects to ensure objectives are met. CONDITIONS OF EMPLOYMENT: 1. Possession of a valid Driver's License (not suspended, revoked, or cancelled, or disqualified from driving). 2.
