The position is located at an assigned Veterans Administration medical facility performing warehouse work. The position serves as a lead over a group of Materials Handlers within a warehouse setting.QualificationsTo qualify for this position - applicants must meet all requirements by the closing date of this announcement - 05/28/2026. EXPERIENCE: A specific length of training and experience is not required - but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge - skills - and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards. SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element - which usually appears as question 1 in the on-line questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. Volunteer work helps build critical competencies - knowledge - and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience - including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements/Working Conditions: Physical aspects associated with work required of this assignment are typical for the occupation and would generally not require a pre-placement examination. Working Conditions require working in storage buildings - pods - trailers - vehicles and warehouses that may be hot - cold - drafty and poor lighting; work outdoors - on docks - making deliveries in all types of weather conditions during all seasons; hazardous materials may be encountered in daily work activities; will be subject to the possibility of trips - falls - scrapes - cuts - bruises - or injury from the use of equipment; may be subject to conditions that could result in serious accidents; personal protective equipment may be requiredDutiesMajor duties and responsibilities include: - Leads crew of Materials Handlers as a regular and recurring part of the job in order to accomplish assigned projects and daily operational functions- Assures all safety and housekeeping procedures are followed- Ensures workers are aware of trade techniques and practices - and explains safety precautions to be followed while setting up machinery and equipment and operating related vehicles- Ensures the warehouse has the needed supplies - equipment - and tools to operate on a daily basis- Reports to supervisor on status and progress of work - and causes of work delays- Answers questions of supervisors on overall work operations and problems- Ensures workers are briefed on instructions received from supervisors - and gets work started by assigning the immediate tasks to be performed by individual members of the crew- Works along with other workers and sets the pace- Demonstrates proper work method- Obtains needed information or decisions from supervisors on problems that come up during the work- Maintains a current knowledge - and answers questions of other workers on procedures - policies - written instructions - and other directives (for example - technical orders)- Ensures assigned staff is provided with daily tasks and follows up to confirm task completion- Checks work while in progress and when finished to see whether the supervisor's instructions on work sequence - procedures - methods - and deadlines have been met- Urges or advises other workers to follow instructions received from supervisors - and to meet deadlines- Discusses with supervisor the training requirements - problems and other issues concerning the workers- Acts as a communications conduit between higher level supervisors to pass along priorities and resolves conflicting priorities among the warehouse's major segmented areas including but not limited to: Equipment Receiving and ShippingOffice and Printing SuppliesLogistics Medical SuppliesInternet Technology and High Value ItemsCleaning Supplies and Hazardous MaterialsPandemic and Emergency Contingency Suppliesand Mail Room Operations- Spot checks work in progress to ensure chain of supervision's intent is being met and conforms to regulatory complianceReports progress and issues to supervisor as well as the need for resources to overcome obstacles or advance warehouse operations- Seeks guidance or direction from supervisor or staff within other divisions in order to address unanticipated problems with ongoing projects and/or work in progress- Becomes the subject matter expert on relevant regulatory requirements for all aspects of warehouse management including - but not limited to - VHA Directives - Local Medical Center Memorandums (MCM) - Standard Operating Procedures - and other written guidelinesshares knowledge with Materials Handlers- Exercises authority for technical direction - coordination - and oversight of trades and labor work programs - projects - and operations when such authority does not include either direct or indirect responsibility for supervising nonsupervisory workers in accomplishing the work involvedWork Schedule: Monday thru Friday - 7:30am - 4:00pm Position Description Title/PD#: Materials Handler Leader/PD99804S Critical Skills Incentive (CSI): Not Approved Relocation/Recruitment Incentives: Not authorized Financial Disclosure Report: Not required This is a Bargaining Unit Position
