Management\nServe as the Company representative to clients, government agencies, and subcontractors\nDevelop and maintain strong client relationships throughout program execution\nMeet regularly with client leadership to discuss program status, performance, risks, and objectives\nNegotiate changes in scope, schedules, budgets, and contract requirements with clients and key subcontractors\nIdentify and pursue opportunities for additional work and program growth\nProject & Construction Oversight\nProvide strategic direction and oversight for construction, engineering, facility rehabilitation, and technical projects\nCoordinate engineering, procurement, construction, and operational activities\nEnsure integration of technical requirements with project execution strategies\nMonitor project schedules, budgets, deliverables, and performance metrics\nTrack project risks and implement mitigation strategies as needed\nQuality Assurance & Compliance\nEstablish and oversee Project Execution Plans, Quality Assurance/Quality Control (QA/QC) Plans, and related program documentation\nEnsure compliance with client requirements, contractual obligations, industry standards, and organizational procedures\nApply quality assurance principles to all phases of program execution\nMonitor program performance and implement corrective actions when necessary\nTeam Leadership & Coordination\nDirect, supervise, and coordinate technical, administrative, and management personnel\nFacilitate collaboration among project teams, subcontractors, and stakeholders\nAssign resources and priorities to meet program objectives\nEnsure staff performance supports operational, technical, and contractual requirements\nStrategic Planning & Reporting\nDevelop and review strategic plans, subcontracting strategies, program deliverables, and execution plans\nPrepare and present program status reports, performance updates, and executive briefings\nFollow up on commitments, decisions, and action items to ensure successful program execution\nSupport long-range planning and operational forecasting efforts\n\nQualifications\nRequired\nBachelor's degree in Business, Engineering, Construction Management, Science, or related technical field\nMinimum of ten (10) years of experience in program management, project management, construction management, or related leadership roles\nExperience managing multiple projects simultaneously across diverse locations\nExperience directing business, technical, administrative, and operational functions of large-scale programs\nStrong understanding of construction, engineering, procurement, and project execution practices\nExcellent leadership, organizational, and strategic planning skills\nExceptional written and verbal communication abilities\nAbility to work independently with limited supervision\nPreferred\nMaster’s degree in Business, Engineering, Construction Management, or related discipline\nProject Management Professional (PMP), Program Management Professional (PgMP), or equivalent construction-related certification\nExperience managing federal construction, facilities, or infrastructure programs\nExperience leading large multi-million-dollar contract portfolios\nFamiliarity with quality management systems and project controls\n\nKnowledge, Skills & Abilities\nStrong leadership and team management abilities\nAbility to effectively communicate with executives, clients, subcontractors, and technical personnel\nStrong contract administration and negotiation skills\nExpertise in program planning, scheduling, budgeting, and risk management\nAbility to balance competing priorities and manage complex stakeholder relationships\nStrong analytical and problem-solving capabilities\nKnowledge of quality assurance and project management methodologies\n\nWork Location\n\nHybrid or Onsite, based on project and client requirements.
