This assignment is intended to beat the Orange County Sanitation District in Fountain Valley, CA.\n\nThis individual in this position must have proven ability to manage complex, technical engineering (electrical/I&C) construction projects, lead construction project teams (Assistant REs, Inspectors, Schedulers, etc.); encourage a high degree of teamwork and cooperation with all departments; lead project team in project decisions regarding technical approaches, cost control, schedule control, change management, risk management, and performance; and identify problems, analyze information and develop sound recommendations. This individual will act as the primary project interface for OC San with the designer, contractor, operations and maintenance, and will lead project meetings with the contractor and stakeholders, effectively delivering results promptly. In addition, this person must be able to perform/manage the most diverse, largest and complex assignments; lead and participate in the contract change process includingreceiving and responding to requests for information; develop and issue requests for proposals; receive and respond to requests for change; prepare engineer’s estimates and records of negotiations; prepare and issue field change orders; review construction submittals and commissioning plans for compliance with the technical specifications; ensure projects are constructed in compliance with contract documents; develop recommendations to project problems and issues during construction. Strong leadership, communication and organizational skills with a strong background in engineering construction management for large capital wastewater infrastructure is essential.\n\nResponsibilities include, but are not limited to, the following:\n\nProviding review of Contractor submittals for completeness and compliance with the specification requirements while monitoring the Submittal and RFI review process.\n\nProcess or facilitate all communications between the Contractor, Owner, Project Design Engineer, and the Program Manager.\n\nRespond to Contractor letters of correspondence providing interpretation of contract drawings and specifications to resolve problems or conflicts arising on site.\n\nParticipate in the review and evaluation of contractor claims and change order proposals.\n\nIssue all Engineering or Client-initiated changes or clarifications of the contract documents to the Contractor and decide as to the magnitude and impact of same to the progression of work.\n\nIdentify potential or actual problems in the Contractor’s construction schedule, performance/quality of work and take actions as necessary to mitigate, correct or resolve them.Track job progress and document all aspects of the daily performance of work.\n\nCoordinate on a daily basis all Contractor requested outages, road closures, work permits or other activities impacting the Plant with the Owner.\n\nTrack progress, quality of work, materials and equipment received and/or installed being incorporated into the work.\n\nMonitor Contractor’s compliance with environmental requirements for control of storm water and airborne emissions / particulate matter throughout the course of construction.\n\nServe in oversight of final inspections, preparation of punch-list and final determination as to the completeness and acceptability of the Work.\n\nQualifications\nMINIMUM REQUIREMENTS:\n\nBA/BS degree plus 10 years of relevant experience and or demonstrated equivalency experience and or education\n\nA valid driver's license is required.\n\nPREFERRED QUALIFICATIONS:\n\n10 years of related experience preferred with 5+ years of Municipal Water / Wastewater Construction Project experience\n\nExcellent communication skills for interfacing with internal and external contacts\n\nAdditional Information\n\nThis position does not include sponsorship for United States work authorization.\n\nRelocation is not provided for this role\n\nAEM is proud to offer comprehensive benefits to meet the diverse needs of our employees.
