Come be a part of a high-speed low-drag organization providing unique and tailored solutions for our National Defense!\n\nSPA has an immediate need for a Network & Data Protocol Anaylst.\nResponsibilities:\nProgram Management Support:\nAssist government Program Managers (PMs) in development and execution across the program lifecycle (i.e. from concept development to service transition)\nSupport development and execution of acquisition strategies\nDevelop and maintain program schedules, milestone trackers, and risk management frameworks\nCoordinate and facilitate performer program reviews, technical exchange meetings, and stakeholder working groups\nPrepare/Create materials in support of internal program reviews, concept development decision processes, etc.\nPrepare/Create technical and executive briefings for varied audiences (internal and external)\nEnsure program security and protection measures are defined, implemented, and adhered to in coordination with SCO Security Representative(s)\nProvide critical program information (CPI) and inputs for program security classification guides (SCGs)\nEnsure security guidance is propagated to and followed by program performers and stakeholders throughout program lifecycle\nFinancial and Contract Management\nBudget forecasting and allocation to performers\nPreparing funding requests and associated documents\nTracking obligations and expenditures to ensure compliance with financial metrics\nPrepare and review program documentation, such as Statements of Work (SOW), program work statements, and technical requirements documents\nTrack program budget execution, monitor performer spending, and analyze to inform program plan and identify programmatic and technical impacts\nPerformer oversight and management\nFacilitate clear and consistent communication to ensure performer efforts are aligned with government requirements and program milestones\nAdvise and assist performers with program management, planning, schedule\nManage weekly battle rhythm of TEMs, update calls, etc.\nPlan and manage program reviews\nReview all performer deliverables and provide feedback\nTest and event planning, oversight and management\nInterface with Government POCs for test events and exercises\nProvide inputs and review test documentation (test plans, test cards, checklists, AARs, etc.)\nLead planning efforts in preparation for test events and exercises\nPlan for and manage security requirements for events (data handling, IATT, physical security)\nProvide execution oversight during test events\nTechnical & Integration Support:\nProvide technical review, analysis, and clarification on specific areas of expertise\nProvide general systems engineering oversight and recommendations\nProvide technical expertise and assessment of performer prototype development to inform government decisions\nSupport definition and management of system integration requirements, configuration management, interface control documents (ICDs), and API specifications\nSupport the government team in designing and executing technology demonstrations, pilot programs, and operationally relevant test and evaluation activities\n\nQualifications:\nRequired Qualifications:\nActive TS/SCI security clearance at time of application\nBachelor’s degree in Engineering, Systems Engineering, Computer Science, or related field\nExperience in the areas of networking and data protocols, secure system design, interoperability, encryption standards and technologies, and/or understanding of associated field applications (reliability, survivability, and resiliency of military communications for various concepts of operations at tactical and operational echelons)\nLevel 3 DAU certification in one of the disciplines above (preceding bullet)\nOperational experience in the areas of signals intelligence, electromagnetic spectrum operations, or similar battlefield/tactical missions\n5+ years supporting DoW or IC R&D, acquisition, or technical programs\nExperience coordinating program execution across multiple stakeholders\nExperience supporting test events, demonstrations, or operational evaluations\nAbility to travel locally and possibly long distance up to six trips a year\nStrong written and verbal communication skills, including executive briefing development\nAble to work full-time in a Chantilly VA office within SCIF/SAPF spaces\nDesired Qualifications:\nExperience supporting rapid prototyping or advanced capability development programs\nExperience operating in fast-paced, multi-stakeholder environments\nAt SPA, we strive to deliver a robust total compensation package that will attract and retain top talent.
